STATEMENT OF WORK (SOW)
FOR
CERTIFIED TESTING AND INSPECTION OF GASOLINE DISPENSING SYSTEM
AND UNDERGROUND STORAGE TANK
1.0 GENERAL
1.1 BACKGROUND
The United States Coast Guard (USCG) Training Center Petaluma (TRACEN Petaluma) is
located at 599 Tomales Road, Bldg. 530, Petaluma, CA 94952 and is the Coast Guard’s
largest west coast training center. Our graduates are the latest chefs, medics, storekeepers,
yeoman, information systems technicians, electronics technicians, and operations specialists.
We are also home to the Coast Guard Leadership Development Center’s Chief Petty Officer
Academy.
This Statement of Work (SOW) outlines the requirements for conducting comprehensive,
certified testing and inspection services for its gasoline dispensing system and associated
Underground Storage Tanks (USTs) to ensure full compliance with all applicable federal, state,
and local regulations.
The associated North American Industry Classification System (NAICS) code is 541990 Product
Service Code H999 – Other Quality Control, Testing, and Inspection - Miscellaneous.
1.2 SCOPE
The contractor must provide all necessary qualified personnel, materials, and equipment to
perform certified services for the gasoline dispensing system at USCG TRACEN Petaluma. This
system consists of:
• Two (2) 10,000-gallon underground gasoline storage tanks.
• Two (2) mixing dispensers, each equipped with two nozzles.
• Two (2) turbine sumps and all associated piping.
• One (1) Veeder-Root TLS-350 Electronic Monitoring System.
1.3 OBJECTIVE
The designated UST operator(s) must perform monthly, annual, and triennial (occurring in
2026 and 2029) testing and inspections, of the Gasoline Dispensing System consisting of the
following components: Two 10,000-gallon underground gasoline storage tanks, two mixing
dispensers equipped with two nozzles each, two turbine sumps and associated piping and one
Veeder-Root TLS-350 Electronic Monitoring System at the USCG TRACEN Petaluma to ensure
TRACEN Petaluma compliance with all Federal, State of California, and local laws, ordinances,
statues, and regulations.
1.4 APPLICABLE DOCUMENTS
1.4.1 REFERENCE DOCUMENTS
All testing, inspections, and related work must comply with all applicable Federal, State of
California, and local laws, ordinances, statutes, and regulations to ensure TRACEN Petaluma's
compliance. Including (but not limited to):

All current and applicable local, state, and federal regulatory standards for service stations.
2.0 SPECIFIC REQUIREMENTS/TASKS
The contractor's responsibilities must include, but are not limited to, the following tasks.
2.1 TASK ONE. CERTIFIED INSPECTIONS AND TESTING
• Provide a certified and designated Underground Storage Tank (UST) operator to
conduct all on-site activities.
• Perform monthly (once within every 30-day calendar period) inspections and tests
in accordance with regulatory requirements.
• Perform annual inspections and tests in accordance with regulatory requirements.
• Perform triennial inspections and tests in accordance with regulatory requirements.
2.2 TASK TWO. OPERATOR TRAINING
Provide required annual training to designated Coast Guard employees who are responsible for
responding to alarms and spills at the TRACEN Petaluma Gas Station. The training should
cover procedures for the Veeder-Root TLS-350 system and emergency response protocols.
2.3 TASK THREE. HANDLING OF DEFICIENCIES
Should the Contractor discover deficiencies during inspection of the gasoline dispensing system
or its components, the Contractor must immediately alert the owner and operator (Government
Technical Representative and/or the Exchange System Gas Station Manager) of such
deficiencies. The contractor must provide a quote for parts and labor to rectify such deficiencies
within 5 business days of discovery.
3.0 CONTRACTOR PERSONNEL
It is the responsibility of the Contractor to propose qualified contractor personnel to perform all
requirements specified in the SOW.
3.1 QUALIFIED PERSONNEL
The Contractor must provide qualified personnel to perform all requirements specified in this
SOW.
The contractor must provide personnel with, at minimum, a current ICC California UST
System Operator certification for the Designated Operator role and an ICC California UST
Service Technician certification for those performing the annual and triennial
tests. Contractor must provide proof of manufacturer-specific training and a valid CSLB
license.
3.2 CONTINUITY OF SUPPORT
The Contractor must ensure that the contractually required level of support for this requirement
is maintained at all times. The Contractor must ensure that all contract support personnel are
present for all hours of the workday. If for any reason the Contractor staffing levels are not
maintained due to vacation, leave, appointments, etc., and replacement personnel will not be
provided, the Contractor must provide e-mail notification to the Government Technical
Representative prior to employee absence. Otherwise, the Contractor must provide a fully
qualified replacement.

3.5 EMPLOYEE IDENTIFICATION
3.5.1 Contractor employees visiting Government facilities must wear an identification badge
that, at a minimum, displays the Contractor name, the employee’s photo, name, clearance-level
and badge expiration date. Visiting Contractor employees must comply with all Government
escort rules and requirements. All Contractor employees must identify themselves as
Contractors when their status is not readily apparent and display all identification and visitor
badges in plain view above the waist at all times.
