US Navy Submarine EDG Global Repair Contract

J&A No. 0232-26-0232-26-155-00 Code 0231 PID No. N64498-25-RFPREQ-PD-42-0013 CLASS JUSTIFICATION AND APPROVAL FOR USE OF OTHER THAN FULL AND OPEN COMPETITION 1. Contracting Activity. The Naval Sea Systems Command, Naval Surface Warfare Center, Philadelphia Division (NSWCPD), Code 0232. 2. Description of the Action Being Approved. Award of a Basic Ordering Agreement (BOA) with firm-fixed–price (FFP) contract line items (CLINs) is anticipated. This procurement will include commercial services along with commercial parts/material pricing of OEM parts required to execute the required services. It will be processed on a sole source basis to Fairbanks Morse, LLC, doing business as Fairbanks Morse Defense (FMD) for the provision of global repair services defined in the statement of work to be provided on Fairbanks Morse Opposed Piston (FMOP) Emergency Diesel Generators (EDGs) and support systems aboard US Navy submarines. Authority to act under this class justification expires on 29 June 2029. 3. Description of Supplies/Services. The Combatant & Nuclear Ships Diesels Branch NSWCPD’s (Code 422) branch is the In-Service Engineering Agent (ISEA) that provides technical support and coordinates repairs of FMOP EDG systems aboard Los Angeles Class (SSN 688), Ohio Class (SSBN/SSGN 726) and Seawolf Class (SSN 21) submarines. To prepare for future scheduled overhauls, lifecycle maintenance, and possible failures of FMOP engine systems, a contracting vehicle is needed to overhaul, maintain, and repair these EDGs and provide emergent technical support on US Navy Submarine EDG diesel engines and associated support systems, as well as provide the necessary FMD Original Equipment Manufacturer (OEM) parts along with these services (hereinafter “global repair services”). The overall scope of this procurement is to provide US Navy Submarine EDG global repair services to conduct shipboard and in-shop maintenance and repair efforts, and to provide emergent technical support on US Navy Submarine EDGs and support systems. The scope of the work will include the following: • Major repairs to submarine EDG engines, generators and support systems • Submarine EDG block repairs • Submarine EDG lube oil system flushes • Submarine EDG engine overhaul and refurbishment • Submarine EDG lifecycle maintenance DEPARTMENT OF THE NAVY NAVAL SURFACE WARFARE CENTER PHILADELPHIA DIVISION 5001 SOUTH BROAD STREET PHILADELPHIA PA 19112-1403 IN REPLY REFER TO: -- 1 of 5 -- -- 2 of 5 -- J&A No. 0232-26-155-00 3 FMD proprietary information such as design dimensional data (measurements, tolerances, clearances, etc.), component surface finish, material composition, manufacturing procedures, component wear limits, repair specifications and engine qualification test data are the sole property of FMD and is not available to the Government or other potential contractors without a contractual agreement involving FMD. Though the Navy and industry does possess limited organic capability to maintain and repair the items mentioned above, problems arise periodically that cannot be properly diagnosed or repaired due to the lack of specialized knowledge and expertise with the units. In addition to owning the rights to proprietary design, fabrication, assembly, repair and test information, FMD has developed unique and highly specialized repair procedures and tooling as a result of their extensive field service experience and expertise. This information is also considered the proprietary property of FMD. No other firm possesses the requisite capabilities or access to proprietary information necessary to meet the requirements of this contract. Numerous attempts by the Government to purchase the rights to this proprietary information have been declined by FMD. The most recent request regarding the sale of proprietary rights associated with the FMOP engine line was sent via email on 4 March 2026. On 4 March 2026, FMD declined the sale of data rights. This requirement is a follow-on to contract N64498-21-G-4000, the ordering period of which ends on 10 February 2026. The above contract was a sole source procurement to FMD. In sum, FMD is the only responsible source available that is capable of providing the required global repair services and parts for the duration of the BOA in order to fulfill the agency’s requirement for ship readiness and mission capability. Award to any other source would result in substantial costs to the Government associated with designing new diesel engine lines. This cost is not expected to be recovered through competition. 6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable. A Request for Information (RFI)/Sources Sought was posted to SAM.Gov on 19 November 2025. Additionally, a synopsis of this procurement was published on the SAM.Gov web page on 25 February. No responses were received to either posting. No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any other contractor than FMD to provide the required supplies and services. Individual or classes of orders to be issued under this BOA will be published on the SAM.gov website. Any responses received will be considered. 7. Determination of Fair and Reasonable Cost. The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A are fair and reasonable. 8. Actions to Remove Barriers to Future Competition. For the reasons set forth in Paragraph 5, NSWCPD has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, NSWCPD will assess whether competition for future requirements is feasible. As this is a follow-on for supplies and services previously awarded on a non-competitive basis, in accordance with DFARS PGI 206.304(a)(S-70)(i), the prior J&A was provided to the approval authority for review.
