Rental and Service of Portable Restrooms & Handwash Stations
1. BACKGROUND
The Customs and Border Protection (CBP), Office of Border Patrol (OBP) is responsible for
providing portable restrooms, hand washing units, and black/gray water pump out service to
support the health and well-being of migrants in the custody of the Tucson Sector as well as
Border Patrol Agents working in remote areas. The purpose of this Statement of Work is to
ensure that all Tucson Sector Border Patrol locations are serviced, and the selected contractor
meets all state and federal regulations.
2. SCOPE
It is the intent of CBP to procure portable restrooms and handwash stations for rental and
servicing to geographically separated Tucson Sector Border Patrol locations. The contractor will
provide all materials, labor, equipment, transportation and supervision to supply and service
portable restrooms and handwashing stations at the locations stated within this SOW. This will
also include removal, exchange, and delivery of all materials, waste removal, and cleaning
services.
Services will be provided at varying frequencies depending on operational needs. Based on
current requirements, each deployed unit is expected to be serviced between one (1) and three
(3) times per week, as ordered by the Government. Specific estimated service frequencies by
location are provided in Section 6 (Deliverables), but actual service orders may vary within this
range.
The Government makes no guarantee as to the duration that any particular unit will be required
at a given location. Units are subject to removal or relocation on short notice. The contractor
will be notified at least twenty-four (24) hours in advance when units require removal or
relocation. The contractor shall be capable of supplying, at each location, the estimated number
and types of units identified in the Pricing Schedule (Attachment 2), and, when directed by the
Government, increasing or decreasing those quantities within the ranges specified in Section
5.12.
Additional locations within the Tucson Sector may be designated by the Government during
performance, as provided in Section 6.3.
3. GENERAL REQUIREMENTS
3.1. Contract Type
a. The government is contemplating a Firm Fixed Price contract.

3.2. Pricing Information
a. Federal Tax-Exempt ID: 72-0408780.
3.3. Invoicing Information
Invoicing shall be accomplished in the Invoice Processing Platform (IPP) and in
accordance with the terms and conditions of the resulting contracting instrument.
3.4. Estimated Period of Performance
The period of performance shall be one year with four (4) optional one-year
periods.
3.5. Place of Performance
Locations within Tucson Sector throughout the southern Arizona region as
indicated in the Pricing Schedule (Attachment 2).
4. SPECIFIC REQUIREMENTS
The contractor shall complete the following tasks as required to comply with this SOW.
4.1. Portable restroom services
The contractor will provide service to portable restrooms and handwashing stations,
including black/gray water removal, for each Tucson Sector location identified in
the contract.
4.2. Supplies
The contractor will supply all materials, including but not limited to: portable
restrooms (Regular Units), handwashing stations, toilet paper, handwashing soap,
hand drying paper towels, disposable toilet seat covers, and any other items
applicable to functioning handwashing and portable restroom usage.
All contractor-furnished equipment under this contract (including portable
restrooms, handwash stations, and associated fixtures such as tanks, basins,
dispensers, doors, locks, and tie‑down hardware) shall be maintained by the
contractor in a safe, clean, and fully functional condition in accordance with
Section 5.
For contractor-furnished units, if any unit or equipment becomes damaged or
non‑functional, the Government may require the contractor to repair it or remove
and replace it with a fully functional unit, at no additional cost to the
Government, within twenty‑four (24) hours of notification or within the

timeframe otherwise specified in this SOW.
4.3. Setup/Installation
Each location setup/installation will be performed in accordance with standard
practice agreed between the contractor and CBP and will meet any applicable
codes. All applicable codes will be provided by the contractor. Persons qualified in
the application of all above stated products will perform the application.
Installation shall be performed in a manner that ensures all units are safe, stable,
and fully functional; the contractor shall correct any installation deficiencies at no
additional cost to the Government. Delivery and set-up will be performed by the
contractor. Units will be secured against high winds and “tip over” vandalism.
Transportation of all materials associated with this project will be the
responsibility of the contractor.
4.4. Services
Services provided shall include removal of waste, removal of black/gray water,
delivery, transportation, supervision, and cleaning services. Each site shall be
serviced at the frequency ordered by the Government within the range identified
in Section 2 (one (1) to three (3) times per week). Unless otherwise specified in
the order, services will occur on business days (Monday through Friday) between
the hours of 0600 and 1800.
