DESCRIPTION/SPECIFICATION/WORK STATEMENT FOR PEST CONTROL PART I SECTION A Work Statement In the performance of this contract, the contractor shall provide the services of monthly- Pest Control at U.S. Coast Guard units, with locations in Florida, Georgia and South Carolina. The contractor shall provide all management, licenses, laboratory testing, tools, supplies, equipment, transportation and labor to develop and implement an Integrated Pest Management (IPM) plan at USCG facilities in a manner that will ensure the health and general wellbeing of installation personnel. Kline, MS Teams # 206-827-1234, Email: Julia.S.Kline2@uscg.mil Scope of Services The contractor shall furnish trained, qualified personnel and any required special tools or equipment necessary to complete any work task, which may be issued. The contractor shall develop an IPM plan, for approval by Facility Managers, to address all insect and rodent issues. The contractor’s IPM plan shall establish the strategy and methods for conducting a safe, effective, and environmentally sound pest management program. Contractor may review the installation’s historical records of pest activity and abatement actions (if available), survey facilities and grounds. The IPM approach should use targeted (effective, environmentally sound) methods including habitat/facility modification, biological/genetic/cultural control, mechanical/physical control, and where necessary, the judicious use of hazardous pesticides to the needs at each site. The IPM plan shall comply with all applicable Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA), state/local regulatory guidance on pesticide storage, disposal and applications. Contractor Performance Requirements Services must be provided monthly and as needed, during normal business days and hours of operations Monday through Friday from 8 A.M through 4 P.M. The contractor shall develop and maintain a quality control program to ensure systematic inspection of facilities and grounds for pests, a customer service call/ emergency response system for pest removal, and a continuous pest prevention education program for facility managers, food handling managers, and housing occupants. The contractor shall develop and implement procedures to identify and prevent defective services from reoccurring. As a minimum, the contractor shall develop quality control procedures that address the areas identified. USCG will periodically evaluate the contractor’s performance in accordance with the Quality Assurance Surveillance Plan. -- 1 of 2 -- (1) All contract employees that apply pesticides must have a state pesticide application certificate/license. (2) The contractor will be responsible for ensuring that the licenses/certificates and training of contractor personnel are kept current. (3) All mixing and storage of pesticides shall be performed off the installation. (4) If the contractor spills or releases any hazardous substances, the contractor should immediately notify the facility representative.
