Construction Administration Services Great Plains Nature Center Page 1 of 7 Title III Statement of Work Project GPNC-101 Construction Administration Services Great Plains Nature Center Renovation United States Fish and Wildlife Service Great Plains Nature Center, Wichita, KS June 2026 1.0 General Information 1.1 This project is for an Architect-Engineer (A-E) to provide Construction Administration Services (Title III Services) for the Great Plains Nature Center Renovation project. 1.2 The A-E shall provide a list of key personnel for approval to the Contracting Officer (CO) in conjunction with the price proposal for this contract. Key personnel shall not change during the performance of this contract unless written approval is obtained from the Contracting Officer. 1.3 Period of performance for Title III Services will be from the date of contract issuance until 300 days, unless modified by the Contracting Officer. The work of this contract shall be provided from approximately October 2026 – August 2027. The intent is to provide support to the Great Plains Nature Center Renovation project, from solicitation through completion of construction. 1.4 All architectural and engineering design work produced under this contract shall be performed in accordance with applicable codes and accepted industry. All work shall be under the direct supervision of a professional architect/engineer licensed in the State of Kansas. Participate in teleconference on construction support pre-work meeting. The participating personnel shall be the Lead Engineer, at the minimum. b. Provide detailed meeting notes for the contract kick-off meeting. 3.2 Task 2 – Perform Construction Support Services a. Review and respond to construction originated RFIs, estimated at 25. RFIs arising from insufficient clarity of construction documents shall be responded to by the A/E at no additional cost to the Government. b. Review and approve submittals as identified in A-E prepared “Submittal List” / Construction Documents. Estimated at 200 submittals. 1. The A/E shall review and recommend to the government that it approve, approve with notations, or disapprove submittals after thorough review of the construction documents and applicable standards and codes. 2. Each submittal shall be checked to verify conformance to the Construction Documents. Corrections to the submittal shall be noted in red. c. Participate in teleconference construction meetings. For purposes of estimating level of effort for this contract, the A-E shall assume 44 conference calls which will occur during the course of construction, lasting approximately 60 minutes, with the initial pre- construction kick-off meeting expected to last an hour. The construction contractor will provide the minutes for each meeting; however, the A-E may be required to provide notes -- 2 of 7 -- Construction Administration Services Great Plains Nature Center Page 3 of 7 on issues from time to time. 3.3 Task 3 – Provide On-Site Inspections and Reports a. A-E shall provide competent engineering inspections during the milestone construction events, and competent construction project field inspections onsite approximately once a week during active construction, to verify work is completed in compliance with the construction documents. For purposes of estimating level of effort for this contract, the A-E shall assume that 14 engineering inspections, and 25 construction field inspections will occur during the course of construction. A-E shall verify that the construction contractor is adhering to the requirements identified in the construction drawings and specifications. If at any time the A-E discovers that the construction contractor is not performing the work in accordance with the contract documents, the A-E shall immediately notify the COR and CO in writing. A-E shall be specific in stating the contractor’s noncompliance and provide recommended corrective actions. 2. A-E shall verify design assumptions align with actual field conditions. A-E will propose design modifications with the CO and COR when the field conditions differ. 3. During site visits, A-E shall maintain accurate and complete inspection reports of the prime contractor and their subcontractors working onsite. At a minimum, the following information shall be provided for each report: -- 3 of 7 -- Construction Administration Services Great Plains Nature Center Page 4 of 7 (a) Weather and general condition of the work site. (b) Company names, total number of workers onsite. (c) Number and type of equipment onsite if they are being utilized. (d) Description of work activities.
