ST AT EMENT OF WORK (SOW) Project T itle: USNORT HCOM Pentagon Corridor Dis play 1.0 Background T he NORAD & USNORTHCOM (N&NC) Was hington Operations Center (WOC) requires the des ign, fabrication, and ins tallation of a new legacy mural dis play. T his dis play will be located in a corridor at the Pentagon, Was hington D.C., and is intended to match the artis tic quality and s tyle of exis ting dis plays in the Combatant Command legacy corridor. 2.0 Scope of Work T he contractor s hall provide all neces s ary pers onnel, labor, materials , tools , equipment, and s upervis ion required to des ign, fabricate, and ins tall a cus tom mural dis play in accordance with the s pecifications outlined in this SOW. 3.0 Specific T as ks • 3.1. Des ign: T he contractor s hall work directly with the government's des ignated repres entatives from the U.S. Northern Command's Public Affairs (PA) and His torian teams to develop the final artis tic content and des ign of the mural. • T he NORAD & USNORTHCOM Was hington Operations Office is available to facilitate video teleconferencing communications with NORAD & USNORT HCOM Headquarters in Colorado Springs , Colorado, and can help coordinate activities with the Fire Mars hall's office, Corridor Committee and other organizations as required. • T he des ign s hould be bas ed on s pecifications developed in the ins tallation of a s imilar dis play in this corridor. For pricing and planning purpos es , the following data points may be us ed: a) Des ign, detail, produce s tructure and graphics , trans port and ins tall one U.S. Northern Command Pentagon dis play, s imilar to the exis ting USST RAT COM dis play in the s ame corridor. T he bid price s hould include, but is not limited to: 1. Project management and s ite vis its 2. Des ign and detailing of s tructure and graphics 3. Detail drawings to s ubmit to the Pentagon Corridor Committee and Fire Mars hal 4. Structure (Approximate Dimens ions ) 12’6” w x 60” h x 3” d. a. Aluminum extrus ion perimeter framing b. ¾” thick fire rated back ground panel -- 1 of 3 -- c. Cleat block mounting to Pentagon walls 5. Graphics a. 3D acrylic letters , “ U.S. Northern Command”, mounted to the background image. Note: Dis play mock-up mus t receive final approval from the Government POC prior to fabrication. b) T he contractor s hall furnis h electronic mock-ups for this purpos e. T he contractor s hall conduct s ite vis its prior to commencement of des ign work to ens ure the dis play comports with the general appearance of exis ting Combatant Command dis plays in that corridor. T he dis play s hould cons is t of: • 3-Dimens ional lettering • Printed graphic panels • A metal-framed dis play cas e with s tandoff graphics and object mounts • Graphics and text panels • 3.2. Fabrication: Upon receipt of final des ign approval from the government, the contractor s hall fabricate all components of the mural dis play. a) Materials s hall be of high quality, durable, and s uitable for a profes s ional office environment. b) T he dis play s hall comply with all material and s afety requirements s pecified by the Pentagon's Corridor Committee and Fire Mars hall. c) T he contractor s hall communicate with the PA and His torian teams on a bi- weekly bas is to as s es s progres s , and communicate about des ign concepts , changes , and any is s ues that aris e during the des ign proces s . d) T hes e dis cus s ions s hall be facilitated by the NORAD & USNORT HCOM Was hington Operations Office in 2A872 whenever pos s ible via Video T eleconferencing (VT C), or by other means agreed to by the Government and contractor. • 3.3. Ins tallation: T he contractor s hall trans port and ins tall the completed mural dis play at the des ignated location within the Pentagon. Ins tallation s hall include all mounting, wiring for electrical components (backlighting, if approved), and final placement of all dis play elements . T he contractor s hall be res pons ible for all cleanup of the work area upon completion of ins tallation. 4.0 Government-Furnis hed Items /Information • T he Government will provide the underlying concept for the dis play, and work with the contractor to develop s pecific des ign elements , and imagery as appropriate. • T he Government will provide acces s to the ins tallation s ite. • T he Government will provide a des ignated Point of Contact (POC) for des ign approval and coordination. -- 2 of 3 -- • T he Government will not provide es cort pers onnel for the contractor while on s ite. 5.0 Location, Security, and Work Hours • Location: T he work will be performed at the contractor's facility (des ign/fabrication) and on-s ite at the Pentagon, Arlington, VA, 2nd Floor, Corridor 8). • Work Hours : Ins tallation work at the Pentagon mus t be conducted during normal bus ines s hours , excluding Federal holidays , unles s otherwis e approved by the Government POC. • Security & Badging: Contractor pers onnel not already cleared for Pentagon acces s will require temporary badges and mus t s ubmit pers onal information for s ecurity s creening at leas t 14 days prior to s ite entry. 6.0 Period of Performance / Deliverables • Period of Performance: T he Period of Performance s hall be 120 days from the date of contract award. • Deliverables : 1. Initial des ign meeting: 10 Days following contract award. 2. Initial digital mock-up: 20 days after contract award. 3. Interim digital mock-up # 1: 30 days after contract award. 4. Interim digital mock-up # 2: 45 days after contract award. 5. Final Des ign Digital Proof for Government Approval: 60 days after award. 6. Completed Fabrication (Ready for ins tall) 90 days after des ign approval 7.
