STATEMENT OF WORK (SOW) Project Title: USNORTHCOM Pentagon Corridor Display 1.0 BackgroundThe NORAD & USNORTHCOM (N&NC) Washington Operations Center (WOC) requires the design, fabrication, and installation of a new legacy mural display. This display will be located in a corridor at the Pentagon, Washington D.C., and is intended to match the artistic quality and style of existing displays in the Combatant Command legacy corridor. 2.0 Scope of WorkThe contractor shall provide all necessary personnel, labor, materials, tools, equipment, and supervision required to design, fabricate, and install a custom mural display in accordance with the specifications outlined in this SOW. 3.0 Specific Tasks 3.1. Design: The contractor shall work directly with the government's designated representatives from the U.S. Northern Command's Public Affairs (PA) and Historian teams to develop the final artistic content and design of the mural. The NORAD & USNORTHCOM Washington Operations Office is available to facilitate video teleconferencing communications with NORAD & USNORTHCOM Headquarters in Colorado Springs, Colorado, and can help coordinate activities with the Fire Marshall's office, Corridor Committee and other organizations as required. The design should be based on specifications developed in the installation of a similar display in this corridor. For pricing and planning purposes, the following data points may be used: a) Design, detail, produce structure and graphics, transport and install one U.S. Northern Command Pentagon display, similar to the existing USSTRATCOM display in the same corridor. The bid price should include, but is not limited to: 1. Project management and site visits 2. Design and detailing of structure and graphics 3. Detail drawings to submit to the Pentagon Corridor Committee and Fire Marshal 4. Structure (Approximate Dimensions) 12’6” w x 60” h x 3” d. a. Aluminum extrusion perimeter framing b. ¾” thick fire rated back ground panel c. Cleat block mounting to Pentagon walls 5. Graphics a. 3D acrylic letters, “ U.S. Northern Command”, mounted to the background image. Note: Display mock-up must receive final approval from the Government POC prior to fabrication. b) The contractor shall furnish electronic mock-ups for this purpose. The contractor shall conduct site visits prior to commencement of design work to ensure the display comports with the general appearance of existing Combatant Command displays in that corridor. The display should consist of: 3-Dimensional lettering Printed graphic panels A metal-framed display case with standoff graphics and object mounts Graphics and text panels 3.2. Fabrication: Upon receipt of final design approval from the government, the contractor shall fabricate all components of the mural display. a) Materials shall be of high quality, durable, and suitable for a professional office environment. b) The display shall comply with all material and safety requirements specified by the Pentagon's Corridor Committee and Fire Marshall. c) The contractor shall communicate with the PA and Historian teams on a bi-weekly basis to assess progress, and communicate about design concepts, changes, and any issues that arise during the design process. d) These discussions shall be facilitated by the NORAD & USNORTHCOM Washington Operations Office in 2A872 whenever possible via Video Teleconferencing (VTC), or by other means agreed to by the Government and contractor. 3.3. Installation: The contractor shall transport and install the completed mural display at the designated location within the Pentagon. Installation shall include all mounting, wiring for electrical components (backlighting, if approved), and final placement of all display elements. The contractor shall be responsible for all cleanup of the work area upon completion of installation. 4.0 Government-Furnished Items/Information The Government will provide the underlying concept for the display, and work with the contractor to develop specific design elements, and imagery as appropriate. The Government will provide access to the installation site. The Government will provide a designated Point of Contact (POC) for design approval and coordination. The Government will not provide escort personnel for the contractor while on site. 5.0 Location, Security, and Work Hours Location: The work will be performed at the contractor's facility (design/fabrication) and on-site at the Pentagon, Arlington, VA, 2nd Floor, Corridor 8).  Work Hours: Installation work at the Pentagon must be conducted during normal business hours, excluding Federal holidays, unless otherwise approved by the Government POC. Security & Badging:  Contractor personnel not already cleared for Pentagon access will require temporary badges and must submit personal information for security screening at least 14 days prior to site entry. 6.0 Period of Performance / Deliverables Period of Performance: The Period of Performance shall be 120 days from the date of contract award. Deliverables:1. Initial design meeting: 10 Days following contract award.2. Initial digital mock-up: 20 days after contract award. 3. Interim digital mock-up #1: 30 days after contract award. 4. Interim digital mock-up #2: 45 days after contract award.5. Final Design Digital Proof for Government Approval: 60 days after award. 6. Completed Fabrication (Ready for install) 90 days after design approval 7.
