General Information
1. GENERAL : This is a non-personal services contract under which the personnel rendering the services
are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and
control usually prevailing in relationships between the Government and its employees. The United States
(U.S.) Government shall not exercise any supervision or control over the Contractor’s employees
performing the tasks herein. Such contract employees shall be accountable solely to the Contractor who, in
turn shall be responsible to the U.S. Government.
1.1 Description of Services/Introduction: The Contractor shall provide all personnel, equipment,
facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary
to provide six (6) Utility Terrain Vehicles (UTV) as defined in this PWS except that no Government
Furnished Property (GFP) or Government Furnished Services (GFS) will be provided under this contract.
The contractor shall perform to the standards in this contract.
1.2 Background: The Joint Security Cooperation Group–Panama (JSCG-P) operates the Jungle Operations
Training Center (JOTC) in Base Aeronaval Cristóbal Colón (formerly Fort Sherman). The training area has
a limited road network, and many trails cannot support conventional vehicles, requiring the use of Utility
Terrain Vehicles (UTVs) to sustain operations. Contracted UTVs provide the mobility necessary to move
personnel, equipment, and supplies across restrictive terrain, facilitate casualty evacuation, and support
preparation and maintenance of training lanes throughout the course.
1.3 Objectives: The Contractor shall provide six (6) Utility Terrain Vehicles (UTVs) to support Jungle
Operations Training Center (JOTC) operations at Cristóbal Colón for a six-month period. The Contractor
shall provide all transportation, delivery, full insurance, and maintenance required to ensure the UTVs
remain fully operational for the duration of the requirement.
Of the six (6) UTVs:
• Four (4) shall be standard utility models with side-by-side seating for four (4) personnel and cargo
beds suitable for movement of equipment and supplies.
• Two (2) shall be extended-bed UTVs configured to support Casualty Evacuation (CASEVAC)
operations and secure transport of equipment and supplies. Each extended bed shall be constructed
of reinforced steel or aluminum with diamond-plate flooring and sidewalls, integrated perimeter
rails, fixed tie-down anchors arranged in four (4) longitudinal rows to securely restrain one
standard Army litter. The cargo deck shall measure 7 feet 3 inches (220 cm) long and 3 feet 11
inches (120 cm) wide, with a minimum usable interior length of 7 feet 2 inches to accommodate a
standard Army litter. The Army litter rail system shall prevent lateral movement during transport.
The configuration shall include an Army litter rail system with front stop latches, lateral support
brackets, a rear loading gate/platform for straight-line loading, and a fixed jump seat for attendant
personnel.
All UTVs shall operate on regular unleaded gasoline, be delivered with a full tank of fuel, two (2) keys, and
required safety equipment consisting of one (1) fire extinguisher, one (1) first aid kit, and one (1) reflective
safety triangle per unit. All UTVs shall be no more than two (2) years old at the time of delivery, with
documentation verifying completion of servicing and warranty work in accordance with manufacturer
specifications, including maintenance records and inspection checklists.
1.4 Scope: The Contractor shall provide six (6) Utility Terrain Vehicles (UTVs), including two (2)
extended-bed units configured to support Casualty Evacuation (CASEVAC) operations and secure
transport of personnel, equipment, and supplies, as a non-personal services rental at Base Aeronaval
Cristóbal Colón (formerly Fort Sherman). The Contractor shall provide all required support, including
transportation, delivery, retrieval, scheduled and unscheduled maintenance, warranty support, and full

insurance coverage for all rented UTVs. All UTVs shall arrive in fully operational condition with a full
tank of fuel, free of mechanical defects, clean and serviceable, equipped with all required safety equipment,
and compliant with all applicable Panamanian safety and environmental standards. Extended-bed UTVs
shall be configured with an extended cargo bed, Army litter rail system, fixed jump seat, and associated
CASEVAC features as specified in Section 5.1.2. The Contractor shall coordinate all services with the
COR to ensure continuous, uninterrupted support to JOTC operations at Cristóbal Colón.
1.5 Period of Performance: The period of performance is from 13 August 2026 to 12 February 2027 (six
months).
1.6 General Information:
1.6.1 Quality Control Plan (QCP): The Contractor shall develop, implement, and maintain a QCP and
program to ensure all work described in this contract is performed at or above the standard defined in the
Performance Requirements Summary (PRS). The QCP is developed by the contractor for its internal use to
ensure that it performs and delivers high-quality service. The Contractor’s QCP is the means by which the
contractor ensures all work complies with the requirements of the contract. The QCP identifies and
corrects potential and actual problem areas throughout the entire scope of the contract.
1.6.1.1 The Contractor shall develop and implement procedures to identify, prevent, and ensure non-
recurrence of defective services. The Contractor shall submit their QC Plan as part of the contractor’s
proposal if QCP will be evaluated. The QCP shall be submitted within thirty (30) days of contract award.
