Lodging and Transportation Services in Kansas City, MO

C.1 SCOPE
The Contractor shall furnish the necessary personnel, material, equipment,
services and facilities (except as otherwise specified), to perform lodging and
transportation services.
C.2 BACKGROUND
a. This requirement is to furnish student and guest instructor lodging and
transportation for the U.S. Department of Commerce, National Oceanic and
Atmospheric Administration (NOAA), National Weather Service Training Center
(NWSTC) located at 7220 NW 101 st Terrace, Kansas City, Missouri 64153.
b. As the students and guest instructors have relatively long-term residence, the
NWS’s experience has shown that classroom performance decreases and
problems relating to morale exist if the lodging is in different locations, and the
lodging environment does not treat the students equally.
C.3 GENERAL
a. The lodging facility shall be no more than 15 minutes drive time (one way) or 5
road miles (one way) from the NWSTC.
b. A public restaurant shall be available on the premises or within 0.1 mile. The
restaurant shall be open throughout the day, 7 days per week, Sunday through
Saturday, including Holidays. Breakfast, lunch and dinner shall be served. The
restaurant shall be open for breakfast by 6:00 a.m. every weekday morning and
have non-smoking sections available. Transportation to and from the restaurant
and the motel/hotel shall be provided if the restaurant is not on the premises.
c. Special menus or dietary food shall be available to students who have special
needs.
d. Free parking adjacent to the lodging facility shall be available for students and
guest instructors. Their vehicles shall be accessible and available for use 24 hours

a day. Parking areas shall be well lit and provide security levels necessary to
ensure safety for the students and their property.
e. The decor shall be upscale and pleasing throughout the motel/hotel. General
housekeeping and repair, appearance, low-noise levels, orderliness of
establishment and personnel, and other factors considered to be conducive to the
overall impression of acceptability shall be apparent and maintained.
f. The Contractor shall have in-house capability to accommodate an estimated
minimum number of 85 students and guest instructors at one time, yet have the
ability to accommodate 130 students and guest instructors at one time within the
designated distance identified in the above Paragraph C.3.a. All students and
guest instructors are strongly preferred to be lodged at one site.
g. The Contractor shall make reasonable effort to honor guest requests for non-
smoking/smoking and ground level/upper level rooms.
h. A common room with a minimum of 200 square feet shall be available exclusively
for the use of students for study and social activities. If this room is normally a
room used for sleeping, the bed(s) shall be removed and a minimum of two tables,
eight chairs, microwave, TV, and refrigerator shall be provided
i. The lodging facility shall maintain physical security and safety using necessary
equipment and well-trained, well-supervised personnel.
j. The lodging facility shall have meeting rooms on the premises for special NWS
meetings. Facilities shall be large enough to accommodate groups ranging in size
from 12 to 50 persons. The price for use of these rooms shall be negotiated, and
the contract shall be modified appropriately. The Government does not guarantee
use of such facilities.
k. Laundry facilities shall be available to the students on the premises in a well lit,
secure area at a reasonable price. Laundry detergent, bleach, and other laundry
supplies shall be available in the same facility. Tables for folding clothes and
racks for hanging clothes shall be available for students’ use. The laundry area
shall be cleaned daily. A minimum of two washers and dryers shall be available.
l. The lodging facility shall have a sanitary and mechanically maintained swimming
pool. Recreational facilities such as game room, tennis courts, and exercise
facilities shall be available. An on-site location is desirable.
m. The lodging facility shall have a minimum of two handicap accessible rooms
available.
n. The lodging facility shall have free wireless (wifi) internet access.

o. The lodging facility shall have a business center with no less than one computer
and one printer for guest use
C.3.1 ROOM REQUIREMENTS
The requirements below are applicable to all guest rooms provided under this
contract. The rooms:
a) Must be a suite or comparable type room consisting of a minimum of 1
bedroom, sitting area and kitchen with a table and chair;
b) Must include a microwave, refrigerator, sink, stovetop and table in the
kitchen;
c) Shall be uniform in appearance and size;
d) Shall be single occupancy;
e) Shall have a minimum of 180 square feet, excluding the bathroom;
f) Shall have a private bath;
g) Shall be equipped with sufficient heating and cooling devices to maintain a
temperature of not less than 68º nor more than 78º Fahrenheit (individual
room temperature controls shall permit heating and cooling as guest
desires);
h) Shall have furnishings (i.e. mattresses, draperies, carpeting, etc.) that are
fire resistant and of the same quality and condition as the typical guest
room;
i) Shall have a modern, working color television set with cable service to
include local network affiliates, CNN, the Weather Channel, and a
selection of sports and movie channels;
k) Shall be cleaned at least every other day. Cleaning shall be that which is
normally done for all customers (i.e. bathrooms cleaned, clean sheets and
towels, bed made, floor vacuumed, and other amenities);
l) Shall include, at a minimum, one double bed.
m) Shall have either a desk or table for writing and studying with an
