1864th MTC Yellow Ribbon Event, Las Vegas, NV October 11th, 2026
Part 1
GENERAL INFORMATION
1. GENERAL: This is a non-personal services contract to provide conference room meeting spaces and banquet-style lunches to facilitate a Yellow Ribbon Event on Sunday, October 11th, 2026. The facility will accommodate a dining and training space for approximately 350 Nevada National Guard Service Members and their guests in Las Vegas, NV. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1. Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, meals, materials, supervision, and other items and non-personal services necessary to facilitate a Yellow Ribbon Event as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall meet the standards in this contract.
1.2. Background: Authorized by the National Defense Authorization Act of 2008, the Department of Defense (DoD) Yellow Ribbon Reintegration Program (YRRP) will provide National Guard and Reserve Members and their Families with information, services, referral and proactive outreach opportunities throughout the entire deployment cycle: Pre-Deployment, Deployment, Demobilization and Post-Deployment-Reconstitution. It is the intent of the National Guard Bureau to establish a DoD YRRP that provides a continuum of support and high standard of care for the Army and Air National Guard members and their Families. The Yellow Ribbon Event for 1864th MTC will be held on Sunday, October 11th, 2026.
1.3. Objectives:
1.3.1. Provide a safe, accessible, and professional venue to support the successful execution of the Yellow Ribbon Reintegration Program event.
1.3.2. Provide facilities, meals, and support services that accommodate up to 375 attendees and promote an effective learning environment.
1.3.3. Provide meeting spaces that support plenary sessions, breakout sessions, resource providers, family support activities, and other event requirements.
1.3.4. Provide facilities and services that comply with applicable safety,
accessibility, and operational requirements while minimizing disruption to the event schedule.
1.3.5. Provide a venue and associated services that enable the Government to conduct the event efficiently and meet all program objectives.
1.4. Scope: The contractor shall provide all facilities, personnel, equipment, supplies, meals, fifteen (15) double occupancy guest rooms, audiovisual support, parking, and related services necessary to support the successful execution of the 1864th MTC Yellow Ribbon Reintegration Program event in accordance with the requirements of this Performance Work Statement (PWS). Services include conference and breakout meeting space, healthy refreshment breaks, lunch service, childcare support (estimated at 15 children), and all associated event support necessary to accomplish the requirements of this contract.
1.5. Period of Performance: The Yellow Ribbon Event shall take place on Sunday, October 11th, 2026, from 7:00 a.m. to 5:00 p.m.
1.6. General Information
1.6.1. Quality Control: The contractor shall establish and maintain a quality control process to ensure all services provided under this contract conform to the requirements of this Performance Work Statement (PWS). The contractor is responsible for identifying, preventing, and correcting deficiencies in conference facilities, audiovisual equipment, meals, lodging, and other contracted services prior to and throughout the duration of the event.
1.6.2. Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
1.6.3. Hours of Operation: The contractor is responsible for conducting business, between the hours of 5:00 a.m.- 7:00 p.m. on Sunday, October 11th, 2026. The Contractor must always maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS.
1.6.4. Place of Performance: The work to be performed under this contract will be performed at a contractor designated facility.
1.6.4.1. Event location shall be within a 20-mile radius of the Las Vegas area and meet a minimum hotel rating of three stars.
1.6.4.2. Event location shall be within a reasonable distance of emergency medical services and hospitals capable of providing emergency care.
1.6.4.3. Event location shall have onsite parking sufficient to accommodate all event attendees, contractor personnel, and support staff at no additional cost.
1.6.4.4. All conference room rental fees, facility access fees, and associated charges required to conduct the event shall be included in the proposed price.
1.6.5. Type of Contract: The government will award a Firm-Fixed Price (FFP) contract.
1.6.6. Security Requirements: The contractor shall safeguard all attendee information obtained during the performance of this contract and comply with all applicable federal, state, and local privacy and security requirements. Contractor personnel shall conduct themselves in a professional manner and shall not disclose, distribute, or misuse personally identifiable information (PII) obtained during event registration, attendance, or contract performance.
