TOBYHANNA ARMY DEPOT STATEMENT OF WORK FOR VERTICAL LIFT MODULE JUNE 2026 Version - FEB 2025 1. General: This is a supply contract for the furnishment and install of a Vertical Lift Module (VLM) under which the personnel rendering the service(s) are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. 2. Description of Supply: This is a supply contract for the delivery, installation, operator training, and warranty of a Vertical Lift Module (VLM) at Tobyhanna Army Depot (TYAD), Pennsylvania. 3. Background: In support of establishing a new workload at TYAD, the VLM is needed to provide accurate, timely, and secure storage and distribution of materiel. Without the VLM, order fulfillment will be dramatically slower, picking errors will increase, and overall throughput will decrease. There will also be an adverse impact on operational efficiency and workplace safety, including poor space utilization, wasted labor, increased strain, inefficient inventory management, and inadequate access controls and accountability. 4. Scope: The Contractor shall provide the furnishment and install of a VLM. The Contractor shall provide the delivery, installation, operator training, and warranty of a VLM at TYAD Pennsylvania. 5. Description of the Supplies: • Functions to be performed: A Vertical Lift Module (VLM) is an automated storage and retrieval system (AS/RS) that can significantly improve the efficiency and organization of a warehouse or manufacturing facility. It functions like an oversized drawer cabinet with trays arranged in two vertical columns, one at the front and one at the rear. An extractor in the center retrieves and delivers the requested trays to an access opening. This "goods-to-person" principle saves time and reduces manual labor. o Storage: VLMs are designed for high-density storage of small to medium- sized items, saving up to 90% of floor space compared to traditional shelving. This is achieved by utilizing the vertical height of a facility. The system automatically scans each tray to find the most efficient storage location, maximizing density. -- 1 of 17 -- TOBYHANNA ARMY DEPOT STATEMENT OF WORK FOR VERTICAL LIFT MODULE JUNE 2026 Version - FEB 2025 o Order Picking: By delivering items directly to the operator, VLMs significantly reduce walking and search time, increasing picking speed and accuracy. This is especially beneficial for operations with a high volume of small parts. • Performance Required: o Minimum Total Unit Load (Unit Capacity): 150,000 lbs. o Minimum Unit Capacity minus Dead Weight of configured Trays: 140,000 lbs. o Payload: Max. Tray Capacity x Qty. of trays configured/unit: 40,000 lbs. o Gross Load (Payload + dead weight of trays) /unit as configured: 50,000 lbs. o Minimum Vertical Lifting Speed (@ 100% load) 120 ft./min. o Minimum Horizontal Extractor (Storage/Removal) Speed 20 in./sec. • Essential Physical Characteristics: o VLM Size Not to Exceed in feet are: (including the worktable and the room needed for maintenance access) 15.14’ wide by 10.3’ deep by 28’ height. • Essential Storage Capacity: o Capacity to store up to 200,000 small objects with each object having physical characteristics in inches ‘1.25’ length by ‘0.64’ height by ‘0.25’ wide and a weight 0.1 oz. o The objects are serialized and stored in batches on a large key-size ring. o The appropriate and approved storage bins and dividers shall be included with the VLM. • Installation of VLM Requirements: o Contractor provides any rental equipment (i.e. personnel or equipment lift equipment) required for installation and unloading -- 2 of 17 -- TOBYHANNA ARMY DEPOT STATEMENT OF WORK FOR VERTICAL LIFT MODULE JUNE 2026 Version - FEB 2025 o Contractor does not provide electrical connections to the facility/grid unless otherwise noted. • Warranty o Two (2) Year Product Warranty - full parts and labor • Training o Operator training at Tobyhanna PA. Training happens during installation of VLM. • Unit of Issue: Each • Quantity Requested: 1 • Delivery Schedule: Project completion 16 weeks after receipt of order. Project completion is to include product delivery, training, and installation. • Ship to Address : o Tobyhanna Army Depot 11 Hap Arnold Blvd , Tobyhanna PA 18466 o Special packing or marking information; Industry Standard • Brand name or equal purchase descriptions: o Kardex Shuttle XP Vertical Lift, Model HD-500 or equivalent. 6. Deliveries to Tobyhanna Army Depot Instructions: The Contracting Officer Representative (COR) will provide detailed delivery instructions, and points of contact will be provided post-award. The contractor shall make an appointment for delivery and with the COR at least 72 hours before delivery, or up to two weeks in advance. A background check and approval from TYAD Law Enforcement is required for all contractor and subcontractor personnel before on-site access at TYAD. All contractors, regardless of resident status or citizenship, will be subject to vehicle search and intense in-processing by TYAD security personnel before being granted access to TYAD. This security screening process may be time-consuming, and access may be delayed or denied. The contractor shall ensure ELTY Form 648-C is completed for all contractor and subcontractor personnel requiring depot access.
