B. 2 – DRAFT - Statement of Work ________________________________________________ 1. BACKGROUND Iowa City VA Health Care System Imaging Department is requesting a mobile CT scanner rental due to one of the existing CT scanners being replaced. The Iowa City VA imaging department supports a transplant program, a stroke program, and provides 24-hour CT coverage for the Emergency Room (ER), Operating Room (OR), and inpatients. With one CT scanner, this will affect the stroke program and will need to cancel all IR procedures that require CT, creating a backlog for the department. The Iowa City VA Health Care System Imaging Service Line provides diagnostic imaging services twenty-four (24) hours per day, seven (7) days per week, and three hundred sixty-five (365) days per year. CT technologists perform more than 10,000 studies annually and require continuous imaging capability to support Radiology, Interventional Radiology, Emergency Department, inpatient, and outpatient clinical operations.Due to the installation of a new CT scanner and the need to maintain uninterrupted patient care, the Iowa City VA Health Care System requires the temporary lease of a mobile CT scanner unit for approximately four (4) months. 2. PERIOD OF PERFORMANCE Base Period: 08/03/2026 through 12/02/2026 3. SCOPE OF WORK The contractor shall furnish one (1) fully operational mobile CT scanner unit and all associated services necessary to provide continuous CT imaging capability throughout the period of performance.The contractor shall provide site planning, delivery, setup, testing, operational readiness, removal of the unit, three (3) days of onsite applications training, preventive maintenance, repair services, OEM-supported maintenance, technical support, and hard drive replacement or removal at the end of the lease period. The Lessor will provide site planning requirements, delivery, and set up system at site, and removal of unit. Preventative Maintenance and service of the equipment will be performed by the awarded contractor. Hard drive will be replaced at the end of the four (4) month rental. The Lessor will remove the hard drive and the Iowa City VA’s BioMed will destroy the hard drive, or the Lessor will give permission to BioMed to remove the hard drive to destroy. The Iowa City VA will provide CT techs to scan patients. The Lessor will notify the Radiology department of any delays in delivering the mobile CT unit. 5. Type of Contract This is a Firm-Fixed-Priced contract and contains FAR Part 52.217-8 - Option to Extend Services. 6. DELIVERY LOCATION The contractor shall deliver, install, and make operational one (1) mobile CT scanner unit at the following location:Iowa City VA Health Care System601 Highway 6 WestIowa City, IA 52246Delivery, setup, testing, and acceptance shall be coordinated with the Point-of-Contact (POC) prior to arrival on site. The POC shall be identified in the Award letter. The contractor shall provide all site planning requirements, utility requirements, and installation specifications no later than fourteen (14) calendar days prior to delivery.The contractor shall notify the POC immediately of any anticipated delays that may impact delivery, installation, operation, or removal of the mobile CT unit. 6. TRAINING The contractor shall provide three (3) days of onsite applications training for Government CT technologists and clinical staff. 7. MAINTENANCE AND SERVICE Preventive maintenance and repair services shall be included at no additional cost to the Government. All maintenance shall be performed by Siemens Medical Solutions or an OEM-authorized service provider. The contractor shall maintain a minimum system uptime of ninety-five percent (95%). 8. HARD DRIVE AND PATIENT DATA SECURITY Prior to removal of the mobile CT unit from Government premises, all patient information shall be removed from the system. The contractor shall either remove and replace the hard drive and leave the original drive with the Government or permit Iowa City VA Biomedical Engineering personnel to remove and destroy the hard drive. No patient data shall leave Government control. 9. QUALITY CONTROL The contractor shall inspect and certify the mobile CT unit prior to delivery. The Government will inspect the unit upon delivery and document any deficiencies or damage. The contractor shall promptly correct any deficiencies affecting operation of the system. 10. GOVERNMENT POINT-OF-CONTACT The Government will designate a Point-of-Contact after award. The POC is not authorized to modify the contract. 11. CONTRACTOR POINT OF CONT
