SECTION 01 10 00 – SUMMARY OF WORK
1.1 PROJECT DESCRIPTION
The work consists of grade reestablishment, drainage correction, subgrade preparation,
compaction, and asphalt paving at two locations within Lassen Volcanic National Park.
Work includes furnishing all labor, materials, equipment, supervision, testing, traffic
control, and incidentals necessary to complete the work as specified.
1.2 PROJECT LOCATIONS
Location 1 – Summertown Service Road & Maintenance Area
Located at the Northwest Entrance near Manzanita Lake at 39489 Hwy 44 Shingletown
California 96088.
• Service Road: Approx. 700 feet long x 10 feet wide (≈ 7,000 SF)
• Parking Area: Approx. 14,000 SF
• Total Approximate Surface Area: 21,000 SF
Scope includes fine grading, compaction, drainage correction, and asphalt paving.
Location 2 – Mineral Headquarters Historic District
Located at the Mineral Headquarters at 38050 Hwy 36E Mineral California 96063.
Located between Buildings 16, 17, and 14.
• Approximate Area: 10,400 SF
• Requires minor grade improvements and drainage reestablishment prior to paving.
Total Estimated Combined Paving Area (Both Sites): ~31,400 SF
SECTION 01 35 43 – ENVIRONMENTAL PROCEDURES

1. Contractor shall comply with all National Park Service environmental protection
requirements.
2. Dust control measures shall be implemented during grading and base preparation.
3. No petroleum products, oils, or hazardous materials shall be discharged onto park
lands.
4. Work within the Historic District shall avoid disturbance outside defined limits.
5. Contractor shall protect adjacent vegetation, historic resources, and utilities.
6. All spoils shall be disposed of in approved locations.
SECTION 31 20 00 – EARTHWORK
1. GENERAL
Work includes grade reestablishment, drainage correction, subgrade shaping, moisture
conditioning, and compaction.
2. SUBGRADE PREPARATION
• Strip loose or unsuitable material.
• Reestablish proper cross slope (minimum 2% unless otherwise directed).
• Shape and proof-roll subgrade.
• Moisture condition to within ±2% of optimum moisture content.
• Compact to minimum 95% of Modified Proctor (ASTM D1557).
Areas failing proof-roll shall be undercut and replaced with approved structural fill.
3. DRAINAGE RESTORATION (LOCATION 2)
• Reestablish positive drainage away from buildings.
• Restore or reshape swales as necessary.
• Ensure no ponding adjacent to structures.
• Maintain historic district drainage patterns where applicable.
SECTION 32 12 16 – ASPHALT PAVING
1. MATERIALS

Asphalt Concrete
• 3/8" to 1/2" maximum aggregate size
• Hot Mix Asphalt (HMA) meeting Caltrans Section 39 or equivalent
• Suitable for heavy-duty service and snow load conditions
• PG grade appropriate for Lassen climate conditions
2. LIFT THICKNESS
• Final compacted thickness: 2 inches
• Placement may be single lift if approved
• Thickness tolerance: ± 1/4 inch
3. PLACEMENT
• Surface shall be dry and free of debris.
• Apply tack coat where paving over existing asphalt.
• Place asphalt at manufacturer-recommended temperature.
• Use mechanical paver for uniform placement.
• Hand work permitted only in tight areas.
4. COMPACTION
• Roll using steel-wheel and/or pneumatic rollers.
• Achieve minimum 92–96% of theoretical maximum density.
• Finished surface shall be smooth, uniform, and free of roller marks.
5. SURFACE TOLERANCES
• Maximum deviation: 1/4 inch in 10 feet.
• Proper crown or cross slope maintained.
• No standing water permitted after completion.
SECTION 01 45 00 – QUALITY CONTROL

1. Contractor shall provide compaction testing.
2. Density testing may be required at random intervals.
3. Unsatisfactory areas shall be removed and replaced at no cost to the Government.
4. Final acceptance contingent upon visual inspection and drainage verification.
SECTION 01 55 00 – TRAFFIC CONTROL
1. Maintain access for park operations where required.
2. Provide temporary signage and barriers.
3. Coordinate closures with Park management.
4. Contractor responsible for public and employee safety within work zones.
SECTION 01 77 00 – CLOSEOUT PROCEDURES
1. Remove all debris, excess material, and equipment.
2. Restore disturbed areas.
3. Provide documentation of material sources and compaction results.
4. Warranty asphalt paving for minimum one (1) year against:
➢ Rutting
➢ Surface failure
➢ Premature cracking
➢ Drainage failure due to improper grading
PERFORMANCE REQUIREMENTS
The finished surfaces shall:
• Provide safe vehicle access.
• Restore and maintain positive drainage.
• Prevent standing water accumulation.
• Support snow load and maintenance vehicle traffic.
• Provide a durable surface suitable for park operations.
