Background:
Emerald ash borer (EAB) is a serious pest of quarantine significance. Larvae feed in the phloem and outer sapwood, producing galleries that eventually girdle and kill branches as well as entire trees. This invasive pest has had a devastating impact on communities that now face tremendous tree removal costs associated with dead or dying ash trees that pose a public safety threat.
Ash wood is valued for flooring, furniture, sports equipment (baseball bats, hockey sticks), tool handles, and numerous items requiring strong, hard wood with less rigidity than maple. These trees are important ecologically and economically in the forests of the northeastern United States and eastern Canada. Further, they are sought out for urban tree planting.
Objective:
The requested supplies are needed to equip program personnel to detect and monitor EAB pest infestations. Lure-baited traps are a primary detection tool used to delimit and survey the extent of the pest infestation. Without these lures, defining an infestation might not be possible. The ultimate cost to the states which become infested with EAB could be billions of dollars in forest products, and quarantines imposed by state and federal agencies may have dire consequences for plant and wood products industries. Severe damage would also occur within the tourist industry.
Lure Specifications:
Z-3-hexenol plastic pouched lure– 60 day field life
The Z-3-hexenol Lure will have:
50 mg/day release rate of the compound
Be presented in a pouch style lure
Must last 60 days when deployed in field conditions
Lure Packaging:
The following packaging requirements must be met. Packaging must be adequate to reach the delivery destination fully intact and without damage.
The main packing must be in cardboard boxes.
Use of sturdy boxes, made of corrugated cardboard, designed to withstand the rigors of shipping and handling, to protect the contents from damage caused by impacts, vibrations, and other stresses during transit.
Empty space inside boxes will be filled with packing peanuts, crinkle paper, airbags, or similar materials to prevent the items from shifting and getting damaged.
Boxes must be of sufficient strength to allow stacking of cartons to a height of 60 inches without collapsing cartons at the bottom of the stack.
For fragile materials, affix "Fragile" labels to the outside of the package.
All goods must be packed in boxes not exceeding 20 pounds in weight.
Containers and closures shall comply with the Interstate Commerce Commission regulations, Uniform Freight Classification Rules, or regulations of other carriers as applicable to the mode of transportation.
Items will be sub-packed in tear-free plastic bags, with each bag holding a standard count of 100 units or less (i.e. 25, 50, 100 units each bag)
Lures must be packaged within an over-pack to prevent:
Leakage
Lure contamination
Emission of semiochemical
The over-pack bag must be easily opened without the aid of a cutting device and impervious to lure components.
Individually packaged means that each lure pouch is covered by an impervious over-pack.
Each shipping container must have a sticker affixed that clearly and legibly displays the following information:
Manufacturers name
Name of the product: Z-3-hexenol Lure
Number of units per box and per pack/box
Lot or batch number
Date of manufacture (DOM)
Date of expiration (DOE)
(if applicable, alternatively manufacturer analysis timeline such as analysis recommended 2 years from DOM)

Pallets may not exceed a height of 56” in total height.
Lure dispensers shall be individually wrapped by manufacturer in a sealed, airtight; moisture-proof package made of a flexible material (non-transparent, Mylar bags).
Packaging must be impregnable to other chemicals to protect the semiochemicals.
Packaging must prohibit the leaching of semiochemicals to ensure extended storages in extreme conditions (90°F plus)
Each individually wrapped lure dispensers must include at a minimum the following markings:

Each shipment will contain a valid Safety Data Sheet (SDS).

Shipments must also contain a fastening device. This device will be used to attach these lures to traps.
Be provided in at least a 1:1 ratio to lures
Written directions for using the fastening device, if requested must also be provided.
Each shipment of lures will have a certificate of analysis from each lot of chemical used. The certificate of analysis will show the percent of each compound contained in the chemical prior to production.
Shipping:
Material shall be packed for shipment in such a manner that shall insure acceptance by common
carriers and safe delivery at destination. Containers and closures shall comply with the Interstate
Commerce Commission regulations, Uniform Freight Classification rules, or regulations of other
carriers as applicable to the mode of transportation.
Shipping time and conditions must be accounted for when the manufacturer supplies APHIS with
information on the lure’s shelf life. The USDA will be shipping from Edinburg, TX to various
locations throughout the US, with a maximum shipping time of 6 days with various temperature
