Scope of Work or Services:
OBJECTIVE:
The Bureau of Land Management (BLM) seeks a qualified contractor to provide road operation
and maintenance (O&M) for Bessemer Mine Road located in Johnson Valley, CA. The aggregate
road surface was heavily eroded with significant material lost caused by Tropical Storm Hiliary.
A. Description of Work: Furnishing labor, equipment, supplies, and material, to complete the
necessary work as described.
1. Site Preparation:
a. Clear area of any loose materials, debris, vegetation, or obstruction that could
interfere with road re-surfacing.
b. Proper Grading – to allow water runoff and prevent water pooling or
accumulation. Shape the subgrade no greater than 2% cross slope. Remove all
washboarding within work area.
c. Existing road surface must be scarified and have optimal moisture content prior to
placement and compaction of aggregate road base (Class 2). Use only clean
water.
2. Placement (Spread and Compaction):
a. Spread aggregate road base (Class 2) evenly or uniformly with road grader, no
more than 6 to 8-inches per lift thickness at a time.
b. Properly water the aggregate road base to help during compaction, especially if it
is dry.
c. Proper compaction is crucial for a durable surface and prevents settling. Requires
multiple passes with a roller compactor to achieve proper density and eliminate air
voids within the aggregate base material, ensuring aggregate base material is well-
compacted.
d. Final compacted road surface thickness is 6 inches.
e. Spread excess aggregate road base in the immediate areas and compact as
determined in the field by the Government.
f. Final road width is 24 ft (+/-).
g. Daylight road surface edges to existing ground.
3. Environmental consideration:
a. Control dust during installation and minimize site disturbance to immediate
surroundings.
b. Responsible for the removal and proper disposal of all trash, debris, and
construction waste generated during construction activities.
c. Shall immediately contain, clean up, and properly dispose of any oil or hazardous
materials spills in accordance with federal, state, and local environmental
regulations.
4. Traffic Control:
a. Comply with requirements of authorities having jurisdiction.
b. Protect existing site improvements to remain including curbs, pavement, and
utilities.
c. Maintain access for the recreating public and emergency personnel.
d. Minimize interference with adjoining roads, streets, walks, and other adjacent
occupied or used facilities during site clearing operations.
e. Do not close or obstruct roads without permission.
f. Provide alternate routes around closed or obstructed trafficways if required by the
Government.

5. O&M road work area is approximately 1.75 mi in length by 24 ft in width.

6. Work deemed unsatisfactory by the Government must be removed and replaced by the
contractor.
PERFORMANCE PERIOD:
Contractor has 14 calendar days to complete O&M road work. No weekend work is allowed
unless prior arrangement has been made and approved by BLM COR.
