Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This project involves all labor, materials, tools, and expertise necessary to repair the exterior masonry of Building 411 at the subject VA medical center. The work is limited to areas directly affecting rooms 13 and 125. The vendor shall provide the services required of the PWS. The total estimated value of this action is $XXXXX. 3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Rooms 13 and 125 of building 411 are experiencing water intrusion due to missing and faulty tuckpointing of the exterior masonry. The rooms are critical to VA operations and patient care as the space is intended for servers used by the electronic health records management system (EHRM). Water intrusion to these rooms presents an urgent and imminent threat to the EHRM program and patient care; it must be mitigated. The repair is a critical requirement that must be completed as soon as possible. Bravia Services (an SDVOSB) is prepared to complete the repairs as soon as a purchase order is received. For these reasons, the contracting officer has determined that only one source is available and competition will be restricted. 4. Description of market research conducted and results or statement why it was not conducted: The Small Business Administration’s Small Business Search was queried using NAICS code 238140. 1,094 small businesses that were SBA certified as SDVOSB or VOSB were identified.
