STATEMENT OF WORK FOR CONSTRUCTION SERVICES

Contract Title. 668-24-108 Repair Sanitary Waste Piping Building 1
General.
The Veterans Affairs (VA) Spokane Healthcare System, Spokane, WA requires labor, materials, and equipment for the replacement of drainage and vent piping serving drinking fountains located in Building 1 (Main Hospital). Scope of work is indicated below.
Scope.
This project will repair and replace the vertical piping riser that serves the Building 1 drinking fountain drains. Access to the multi-story drinking fountain piping chase will be through existing access panels, removal of existing drinking fountain and water coolers, and penetration of walls where new fixtures are to be mounted. The project will remove Asbestos Containing Materials (ACM) piping and fitting wrap insulation that interferes with demolishing piping and remediate friable ACM from accessible surfaces. Lead containing paint and glazed block will need to be remediated or removed. Replace soil piping, fittings, and branches to fixtures. Pipe replacement includes new piping, connections, and any other new components/details necessary to provide service to new ADA/ABAAS compliant bottle-fill semi-recessed water cooler fixtures. Provide new electrical circuits needed to power new refrigerated water cooler fixtures. Repair wall finishes as necessary to restore existing wall surfaces. Contractor shall provide all supervision, labor, tools and materials, installation, programming, startup, training, O&M documentation and one-year warranty of materials and installation. Contractor shall do a field verification to ensure all equipment, parts and materials are identified and verify all the existing conditions.
The contractor shall provide a qualified manufacturer’s representative to check complete installation for conformance to manufacturer’s recommendation, to place the system into service, to make all adjustments required for full conformance to design and specified requirements and to perform all demonstrations and testing.
An operating test shall be run in the presence of the Contracting Officer’s Representative (COR).
The contractor shall provide demonstrations and training to VA personnel.
The contractor shall verify locations for space requirements.
Deliverables:
Inspection, testing documents and manuals and warranty documents per Specifications.
Performance Monitoring
The COR will evaluate all work and testing performed. Items must be in a clean state and in proper working condition.
5.1 Additional Requirements
1. Project number and the contract number in the subject line of all emails.
2. Contractors shall comply with the VAPSHCS Smoking Policy.
3. Normal construction work hours are 7:00AM to 4:00PM Monday through Friday, unless other specified in the SOW.
a. Normal work hours can be modified only by written approval of the COR.
b. No work by the Contractor on Federal Holidays, and no work on the weekend when the Federal Holiday is on the respective Monday or Friday.
6.4 Deliveries, Parking, Elevators:
a. Deliveries only at the M&O Loading Dock Building 1, and coordinated with the COR. At time of delivery: provide vehicle information to the VA Police and remove the vehicle as soon as delivery is complete. Move materials in public corridors during low patient time and performed between 6 pm through midnight concluding by 6 AM on the following day.
b. No on-site parking or parking in the VA garage or VA parking lot. The existing VA parking is at capacity and reserved for patients and staff.
6.5 Contractors shall provide construction dumpsters with a surrounding safety fence. Pavement to be protected from damage of loading and unloading the dumpster and dumpster weight.
6.6 No on-site office or on-site storage / office container shall be allowed. Provide ‘just-in-time delivery
and pickup’. Coordinate with COR for staging within the area of work.
Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI).
The Contractor will not have access to any Government-Furnished Equipment. All equipment and supplies used under the terms of this contract will be the responsibility of the Contractor.
Inspection and Acceptance Criteria.
As part of final system acceptance, a systems demonstration is required. System operation and calibration shall be demonstrated by the installer in the presence of COR.

Period of Performance.
The Contractor has 209 calendar days to perform all described work.
