Phase 6 Painting – Boise VAMC (Statement of Work) 1. Project Overview The Contractor shall furnish all labor, materials, equipment, supervision, and incidentals necessary to prepare and paint designated exterior building elements at the Boise VA Medical Center, 500 West Fort Street, Boise, ID 83702. All work shall conform to this Statement of Work (SOW), manufacturer specifications, and applicable VA standards. 2. General Requirements  Prepare, prime (as required), and apply finish coats to all specified surfaces per manufacturer instructions and VA/industry best practices.  Match existing colors unless otherwise directed in writing by the Contracting OƯicer’s Representative (COR).  Protect adjacent surfaces, landscaping, vehicles, pedestrians, and traƯic during painting operations.  Repair, at no cost to the Government, any damage resulting from Contractor activities to equal or better than the original condition.  Coordinate all work hours, site access, equipment staging, and safety/security measures with the COR and Facility Engineering Service prior to commencing work. 3. Surface Preparation – All Areas  Clean all surfaces to remove dirt, mildew, loose coatings, rust, grease, and other contaminants using approved methods (hand tools, power washing, detergent, or solvent cleaning).  Scrape and sand areas of loose or peeling paint; feather edges to sound substrate.  Repair minor surface defects (cracks, holes) with compatible patching materials.  Spot-prime bare, patched, or rusted areas with materials compatible with the finish system.  Mask and protect all materials and areas not scheduled for painting. 4. Building-Specific Scope Building 4  Paint all exterior window frames, sashes, and trim.  Paint all soƯits and fascia.  Paint rear walkway framing, beams, posts, soƯits, and all metal/wood components including handrails and guardrails.  Paint front patio cover and associated deck structure, including posts, beams, soƯits, fascia, deck, guardrails, handrails, and undersides.  Paint all previously painted exterior siding, doors, frames, and trim. Building 124  Paint all designated exterior stucco surfaces as directed by the COR.  Clean and apply clear protective finish to existing clear-coated wood soƯits.  Paint previously coated soƯits, fascia, doors, frames, and trim. Building 120  Paint previously coated soƯits, fascia, doors, frames, and trim.  Coat handrails, guardrails, posts, and brackets with specified metal coating system. -- 1 of 2 -- 6. Other Previously Painted Surfaces  Include all other exterior elements within project limits that are currently painted but not specifically listed (trim, flashings, exposed steel, downspouts, conduit, housings, supports).  Recoat these surfaces to achieve a continuous, uniform finish consistent with adjacent areas and COR direction.  Exclude surfaces intended to remain unpainted (e.g., bare masonry, unpainted anodized aluminum, glass, roofing materials) unless otherwise directed in writing. 7. Quality Assurance, Safety, and Cleanup  Comply with all VA, OSHA, and local safety requirements, including fall protection, lead paint handling, respiratory protection, and overspray/debris containment.  Use low-VOC or VA-approved coatings per facility policy.  Maintain daily site cleanup; remove masking and debris upon completion; leave all areas clean and ready for normal use.  Participate in COR inspections at key milestones (surface preparation, first coat, final coat). Correct all deficiencies and perform necessary touch-ups at no additional cost to the Government. -- 2 of 2 --
