This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR part 12, using Simplified Procedures for Certain Commercial Items found at FAR subpart 12.2, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. 2. Solicitation number N4523A26Q5729 is issued as a Request for Quote (RFQ) for the lease of one (1) 1,000kW Diesel Generator for use at PSNS & IMF, located in Bremerton, WA. 3. This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. 4. The NAICS code has been determined to be 532490, Other Commercial and Industrial Machinery and Equipment Rental and Leasing, with a small business size standard of $40M. It has been determined that that appropriate PSC Code for this requirement is W061: Lease or Rental of Equipment—Electric Wire and Power Distribution Equipment. 5. The Government intends to award a Firm Fixed Price Commercial Service type contract. PSNS&IMF intends to utilize this non-personal service contract to obtain one (1) 1,000kW EDG rental. 6. The contract line-item numbers (CLIN) consist of the following: The offeror shall complete the contract line-item number (CLIN) pricing structure in its entirety and return it with all other required documentation, attachments, and data specified in this solicitation. For each CLIN, the offeror must enter a "Unit Price" representing the proposed monthly rate for that contract period. The "Total Proposed Price" shall be calculated by multiplying the proposed "Unit Price" (monthly rate) by 12 months. To demonstrate price reasonableness and realism, the offeror shall provide supporting documentation to substantiate the proposed pricing. Acceptable forms of substantiation include copies of previous invoices for identical or similar services, a formal quote on company letterhead, a copy of a comparable active or recently completed contract, or similar verifiable commercial data. 7. CLIN 0001: 1000kW Diesel Generator Lease Lease of one (1) 1,000kW diesel generator in accordance with the standards and specifications provided in the Performance Work Statement (PWS). A full description of all requirements associated with this contract action are provided in a detailed Performance Work Statement (Attachment 1). 9. Delivery shall be FOB Destination. The delivery location information is provided in the PWS. Unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. Place of Performance: Naval Base Kitsap Bangor 11. Period of Performance: 02 September 2026 through 01 September 2027. 12. Vendors shall ensure the provision at FAR 52.204-7 System for Award Management – Registration are up to date in SAM.gov. To be eligible for award, registration with the System for Award Management (SAM) shall be current at the time of submitting proposals. This requirement is not waived. Any additional contract requirement(s) or terms and conditions determined by the Contracting Officer to be necessary for this acquisition and consistent with customary commercial practices are included. 14. Offerors are notified that initial quotes which are incomplete may be eliminated from further consideration for award. The Contractor shall meet all requirements of this Request for Quote. Award will be made to the quote that is most advantageous to the Government in terms of meeting its requested delivery date and specifications, at the lowest price, in accordance with 52.212-2, Evaluation – Commercial Products and Commercial Services (FEB 2026). 15.
