TOUCHLESS ENTRY SCREENING EQUIPMENT STATEMENT OF WORK (SOW) 23 July 2026 BACKGROUND: The 22d Air Refueling Wing (22 ARW) is hosting the open house, Frontiers in Flight Air Show on McConnell AFB, KS 23-25 Oct 2026. In support of security for the event, the lease/rental of walk-through screening and contraband detection technology is needed. Planning for screening large numbers of people into a secure perimeter includes additional concerns. Some of the associated concerns are social distancing, minimizing the touching of personnel and their property, and minimizing the consumption of Personal Protective Equipment (PPE). SPECIFICATIONS: Equipment: Touchless screening equipment meeting all salient characteristics listed below will be used to support this event. Equipment quantity is structured across a base period and two independently exercisable quantity options. Quantity Structure: Base (Firm): Three (3) dual-lane touchless screening units providing six (6) active screening lanes. Option 1: One (1) additional dual-lane unit, increasing active lanes to eight (8) total. Independently exercisable. Option 2: One (1) additional dual-lane unit, increasing active lanes to ten (10) total. Independently exercisable from Option 1. If both options are exercised, total equipment equals five (5) units and ten (10) active lanes. Options must be exercised no later than 22 September 2026. Salient Characteristics – Minimum Technical Requirements: Offered equipment must meet all of the following minimum technical requirements. The Government will evaluate equivalency based on these characteristics. Products meeting all characteristics are acceptable regardless of manufacturer. -Free-flow, touchless screening: Persons shall not be required to stop, remove belts or shoes, or empty pockets to complete the screening process. -- 1 of 5 -- -Dual-lane configuration: Each unit shall provide a minimum of two (2) simultaneous, side-by-side screening lanes. -Throughput: Minimum 3,600 persons per hour per unit under continuous event operating conditions. -Simultaneous detection: The system shall detect threats on the person and in carried items, including bags and backpacks, concurrently in a single pass without requiring separate screening of items. -Threat localization display: An operator-facing display shall identify the specific location of a detected threat on the person or in the carried item in real time, allowing targeted secondary screening without full pat-down of every alarm. -Network-independent operation: Core detection, display, and data capture functions shall operate without reliance on cellular, Wi-Fi, Bluetooth, or any external network connection. -Outdoor environmental rating: Equipment shall be capable of continuous outdoor operation in ambient temperatures between 35 degrees Fahrenheit and 105 degrees Fahrenheit. -Rapid deployment: All units shall be capable of complete setup, calibration, and operational testing within eight (8) hours by vendor technicians, without requiring fixed infrastructure. -AI-assisted decisioning: The system shall use automated sensor processing and machine learning or artificial intelligence to detect weapons and threatening devices, reducing reliance on manual observation alone. -Signage and accessories: Each unit shall include all necessary operational signage, collection trays for carried items, and peripheral components required for independent lane operation. Additional Equipment Requirements: Tablet or dedicated display monitors with real time data processing. Display equipment shall not rely on cellular, Wi-Fi, or any external network service for core operational functions. Electrical power cord, ethernet, and other required cables and peripheral components to ensure proper functionality. Equipment shall be fully functional, calibrated, and equipped with all necessary accessories, peripheral components, and signage. Collection trays for personal items shall be provided at a minimum of four (4) non-metallic trays per active screening lane, scaling with exercised configuration: 24 trays minimum for the base period (6 lanes); 32 trays if Option 1 is exercised (8 lanes); 40 trays if both options are exercised (10 lanes). Power Requirements: The contractor shall provide complete electrical specifications for all offered equipment in the technical proposal. Specifications shall include: voltage and amperage requirements per unit; -- 2 of 5 -- circuit type required; whether a dedicated circuit per unit is required; total power draw for the base configuration and each option configuration; and whether commercial installation power is sufficient or a contractor-provided generator is required. The Government will provide a designated power source at the setup location. The contractor is responsible for all power distribution equipment and connections from the Government-provided power source to each screening unit. CAPABILITY: Shall provide the ability to screen for weapons, threatening devices, and metallic items commensurate with TSA and industry screening protocols. In addition, it shall include a throughput gate with the ability to reduce the need for physical contact (touchless). Supply all equipment and set up screening equipment, hand wands, and collection trays distributed amongst Air Show/flightline points of entry with the ability to process approximately 3,600 guests per hour per unit. Remain on site during hours of the airshow with the ability to maintain operational equipment and assist in the troubleshooting of issues that may occur during the system’s use. PLACEMENT: Equipment placement by exercised configuration is as follows: -Base Year (3 units / 6 lanes): Three (3) dual-lane touchless screening units at the North General Public Entry Control Point (ECP) located on the north side of the Mass Aircraft Parking Area (MAPA). -Option 1 exercised (4 units / 8 lanes): One (1) additional unit added at the North General Public ECP. -Option 2 exercised (5 units…
