1 PERFORMANCE WORK STATEMENT (PWS) Title: 750kW Rental Emergency Diesel Generator (EDG) Place of Performance: Trident Refit Facility (TRF) - Bangor Period of Performance: 15 August 2026 – 15 October 2026 1. BACKGROUND: BANGOR Naval Sub-base and Trident Refit Facility require an Automatic Transfer Switch (ATS) and an Emergency Diesel Generators (EDG) to serve as part of an emergency power supply system (EPSS) for providing primary power and/or standby backup power. Expected run time for any of the rented EDGs is less than 50 hours in a calendar year—expected run time does not include emergency run time. The primary delivery location will be: NAVAL BASE KITSAP BANGOR. PERIOD OF PERFORMANCE: 15-AUGUST-2026 to 15-NOVEMBER-2026 2. REFERENCES: 2.1. 40 CFR 63 Subpart ZZZZ – National Emissions Standards for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion Engines, Article 63.6625 (i) or (j). 2.2. NFPA 70—National Electrical Code. 2.3. NFPA 110—Standard for Emergency and Standby Power Systems. 2.4. ASTM D-4176 – Standard Test Method for Free Water and Particulate contamination in Distillate Fuels (Visual Inspection Procedures). 2.5. ASTM D-2276 – Standard Test Method for Particulate Contaminant in Aviation Fuel by Line Sampling. 3. REQUIREMENTS: 3.1. Provide one-each 750-kw Emergency Diesel Generator (EDG) and one-each 1600 Amp Automatic Transfer Switch (ATS) to serve as key components in an EPSS in accordance with (IAW) Chapter 4 of reference 2.3. 3.1.1. Provide EDG, that is certified in accordance with (IAW) reference 2.1 and marked IAW Article 445 of reference 2.2, to serve as an emergency power supply (EPS), IAW with Chapter 4 of reference 2.3 with electrical ratings of 460VAC nominal, 3-phase, 60 Hz and minimum Kilowatt (KW) power ratings 750KW. Generator shall have a brake horsepower rating less than 2,000. The neutral bus shall be isolated from the EDG’s ground and comprised of components listed/labeled by a Nationally Recognized Testing Laboratory (NRTL). -- 1 of 11 -- 2 3.1.1.1. Provide EDG capable of having voltage permanently adjusted within 10% of nominal upon request, as well as allowing users to temporarily adjust voltage manually while the EDG is running. 3.1.1.2. Provide EDG with an integral lockout means that inhibits EDG operation while the lockout is in place e.g. battery control power key, physical locks that prevent the emergency stop button from being disengaged. Note: Door locks on the EDG enclosure are not considered a lockout means as the EDG can still be started in certain circumstances. 3.1.1.3. Provide EDG equipped with main output circuit breaker, IAW Article 445 of reference 2.2. The circuit breaker shall be capable of providing short circuit protection for the generator and providing a continuous current based upon the unit’s KW rating as follows: 3.1.1.3.1. Provide circuit breaker capable of providing a minimum continuous current of 900-ampere load and short circuit protection for the generator with minimum power rating of 750 KW. 3.1.1.4. Provide EDG with output bus bars capable of accommodating the required cables to be attached to the bussing based upon the KW unit’s rating as follows: 3.1.1.4.1. Provide output bus bars capable of accommodating three each 500 kcmil type W cables with lugs (single hole, ½ inch hardware) per phase for the generator with minimum power rating of 750 KW. 3.1.1.5. Provide EDG that will trip off-line due to reverse power conditions. Sensitivity of the reverse power trip is used specific, e.g. shore power, caisson and/or facility. 3.1.1.6. Provide automatic remote notification function for the following EDG status: 3.1.1.6.1. Standard alarm 3.1.1.6.2. Engine running 3.1.1.6.3. Not in ‘auto’ 3.1.1.6.4. Generator Breaker Closed 3.1.1.7. The automatic remote notification capability will be required per this PWS. 3.1.1.8. Provide EDG with both local and remote electrical start features to initiate diesel start and assume the rated electrical load within 10 seconds of start. 3.1.1.9. Provide EDG with remote start capability in accordance with Chapter 5.6.5 of reference 2.3 with the below listed features: 3.1.1.9.1. Provide remote start contacts integral to the EDG and capable of automatically starting the EDG when contacts are closed or stopping the EDG when the contacts are open. 3.1.1.9.2. Provide accessible remote start contacts that are labeled as the remote start connection points and protected within a NEMA 3R enclosure. 3.1.1.9.3. Provide remote start connections that are of a two-terminal design with the ability to be connected using bare wire sized ranging from 16 to 12 American Wire Guage (AWG.) 3.1.1.10. Provide EDG with starting equipment per Chapter 5.6.4 of reference 2.3. -- 2 of 11 -- 3 3.1.1.10.1. Provide maintenance free starting batteries. 3.1.1.10.2. Provide a float-type battery charger integral to the EDG and fed from an external 120VAC, single phase power source, designed so it will not be harmed by remaining connected while the EDG is running. 3.1.1.11. Provide EDG with water jacket heater(s), per Chapter 5.3.1 of reference 2.3, fed from an external 240VAC or 120VAC, single phase power source. 3.1.1.12. Provide EDG with a non-resettable hour meter, per Chapter 5.6.3.3 of reference 2.3, to indicate the diesel engines total run time. 3.1.1.13. Provide EDG with an integrated fuel tank of double wall UL 142 compliant construction, meeting NFPA 30 venting requirements and sized to provide for 16 hours of full load run time. 3.1.1.13.1. Provide integrated fuel tank capable of being safely refueled while the diesel engine is in operation. 3.1.1.14. Provide EDG with a battery powered control and indication per Chapter 5.6.5 of reference 2.3 for EDG control, alarms, visual indication, and automatic shutdown. 3.1.1.14.1. Provide visual and audible alarms with capability to be silenced and include, but not limited to, the following: low lubricating-oil pressure, low coolant temperature, low fuel level
