1.0 DESCRIPTION OF SERVICES
1.1 General. This is a non-personnel services contract to provide firing range training. The
government shall not exercise any supervision or control over the contract service providers
performing the services herein. Such contract service providers shall be accountable solely to
the contractor who, in turn, is responsible to the government.
1.1.1 Description of Services/Objectives. The Contractor shall provide firing range services
with all necessary personnel, services, and equipment for use by 10 ASOS TACP to meet
mandatory recurring requirements to qualify with assigned firearms. The Contractor shall
provide all necessary facilities required for TACP operators to qualify with assigned firearms up
to five days per week (specifically Monday-Friday for the dates June 22-26, 2026).
1.2 Background. The Department of Defense (DoD), Fort Riley, 10 Air Support Operations
Squadron (ASOS) require a firing range for small arms weapons qualifications. Advanced
weapons training within DOD policies and requirements for TAQCP AFSPEC WAR pre-
deployment requires qualifications. 10 ASOS requires 25 personnel to be qualified on small
arms.
1.4 Period of Performance. June 22-26, 2026
1.5 Hours of Operation. The Contractor shall provide a firing range and classroom capable of
handling approximately 25 trainees per session. The facilities shall be available on various Mon-
Fri June 22-26, 2026.
1.6 Recognized Holidays.

1.7 Place of Performance: The work to be performed under this contract will be performed at
the contractor facility.
1.8 Type of Contract: The Government will award a Firm-Fixed Price.

1.9 Security Requirements: Work required for this contract is at the Unclassified/For Official
Use Only level.
1.10 Kick-Off Meeting: The Contractor shall schedule and coordinate a Project Kick-Off
Meeting at the range site. At a minimum the meeting shall include:

• Points of Contact (POCs)
• Logistics
• Contractor Issues
1.11 Equipment: The Government will ensure all personnel have the required equipment
needed per agency guidelines while at the shooting range.
1.12 Materials: The Government will ensure all personnel have the required materials needed
per agency guidelines while at the shooting range.
2.0 SPECIFIC TASKS
2.1. The Contractor shall provide the facilities of a firing range and classroom. The facilities
shall be used for firearms qualifications and shall include a firing range, classroom, electricity,
and bathrooms. The facilities shall be well-conditioned, maintained, and follow the city/state
requirements and regulations.
2.2 The Contractor shall provide a firing range and classroom capable of handling
approximately 25 trainees per session. The facilities shall be available on various days
every month, specifically the time allotted (June 22-26) from the hours of 0800-1900
Mon-Fri of that week.
• Range: Shall consist of at least 10-20 lanes and must be a minimum of 25
yards in length to accommodate shooters using 9MM ammunition, .223 caliber
rifle and 12-gauge shotguns. The established shooting distances will be 1.5
yards, 3 yards, 7 yards, 10 yards, 15 yards, 25 yards, up to 50 as necessary to
meet required qualifications. The specific range shall be closed to the public
while in use by the 10 ASOS personnel.
• Classroom: Shall accommodate 25 trainees.
• Parking: Shall provide free parking for a minimum of 10 vehicles.
• Storage: Shall provide an area that measures five feet by five feet for targets,
cardboard backing, and small items such as staples, staplers, and metal
government owed target stands. The Contractor shall also provide storage space
for wooden frame supplies measuring three feet wide by three feet high by eight
feet long if required for the range operations.
