Subject: Advanced Trauma Direct Training Services Agency: Headquarters Air Force Reserve Command (HQ AFRC/PK) Response Deadline: 22 June 2026 INTRODUCTION & BACKGROUND This is a Sources Sought / Request for Information (RFI) only. This notice is issued solely for market research, information, and planning purposes. It does not constitute a Request for Proposal (RFP) / Request for Quote (RFQ) or a commitment to issue a solicitation. Headquarters Air Force Reserve Command (HQ AFRC) is conducting market research to identify capable sources (specifically accredited Level 1 Trauma Centers and/or Academic Medical Centers) with the capability, facilities, and certified personnel to deliver high-volume, standardized Advanced Trauma and Tactical Medical training to military medical personnel. GENERAL REQUIREMENTS & PERFORMANCE TIMELINE The Government is seeking commercial partners capable of managing a large-scale, decentralized, or cohort-based training program: Estimated Total Throughput: 1,500 to 2,500 students Class/Cohort Size: 20 to 50 students per class Performance Start Date: No Later Than (NLT) end of August 2026 Performance Completion Date: No Later Than (NLT) July 2027 Required Facility Standard: Verified Level 1 Trauma Center and/or Academic Medical Center integration DESIRED CURRICULUMS & MANDATORY ACCREDITATIONS The contractor must be capable of delivering the following standardized, accredited curriculums. All certifications must be official, nationally/internationally recognized credentials. Trauma Nursing Core Course (TNCC): Must be delivered using the Emergency Nurses Association (ENA) standard curriculum. Pediatric Advanced Life Support (PALS): Must be delivered using the American Heart Association (AHA) or equivalent standard curriculum. Advanced Trauma Life Support (ATLS): Must be delivered using the American College of Surgeons (ACS) standard curriculum. T actical Combat Casualty Care (TCCC) Tier 2 (Combat Lifesaver - CLS): Must be delivered in accordance with the Defense Health Agency (DHA) / Joint Trauma System (JTS) guidelines. Mandatory Qualification: Vendors providing TCCC Tier 2 training must possess JTS authorization prior to contract award. INFORMATION REQUESTED (CAPABILITY STATEMENT) Interested organizations must submit a Capability Statement (not to exceed 5 pages) demonstrating their ability to perform these services. Responses must include the following information: Part A: Company Profile Company/Institution Name, Address, and Point of Contact. Unique Entity ID (UEI) and CAGE Code (must be active in SAM.gov). Socio-economic status (e.g., Large Business, Small Business, 8(a), SDVOSB, etc.). Part B: Technical Capabilities & Capacity Facility Accreditation: Confirm if your primary training facility is an active, verified Level 1 Trauma Center and/or recognized Academic Medical Center. (If you have a partnership or teaming arrangement with a qualifying firm, please detail nature of agreement) JTS Authorization: Provide proof of, or a clear path to, obtaining official Joint Trauma System (JTS) authorization to deliver TCCC Tier 2 (Combat Lifesaver) training prior to August 2026. Throughput Capacity: Describe your organization's capability to host and train 1,500 to 2,500 students annually in cohorts of 20 to 50. Detail your facility's classroom, simulation lab, and clinical rotation capacity. Scheduling Flexibility: Briefly describe how your organization would manage, schedule, and execute multiple overlapping training cohorts within the mandated August 2026 – July 2027 performance window.
