This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government intends to use simplified acquisition procedures for evaluating quotes and awarding the resulting purchase order in accordance with FAR 13.106. 2. This solicitation is being issued as a Request for Quotation (RFQ). 3. This solicitation document and incorporated provisions and clauses are those in effect through: Federal Acquisition Circular 2026-01 March 13, 2026 4. This requirement is 100% set aside for small business. 5. The North American Industry Size Classification System (NAICS) code associated with this requirement is 334111. 6. Presently there is no money available for this requirement and any award resulting from this solicitation is subject to the availability of funds IAW FAR 52.232-18. GENERAL INFORMATION -- 1 of 4 -- REQUIREMENT INFORMATION Description: The Contractor shall Provide and Install required equipment IAW the attached PWS and supporting documents. Line Items: Pricing shall be submitted in the following format: Line Item Description Quantity Unit Total Price 0001 119th Knowledge Wall Tech Refresh IAW PWS (to include delivery and installation) 1 Each ATTACHMENTS Attachment 1: PWS INSTRUCTIONS TO OFFERORS FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein: - Quoted amounts need to be net prices without tax - Quotes, attachments, and all other correspondence as listed in this solicitation must be emailed to all points of contact (POCs) - A Site Visit will be conducted at McGhee Tyson ANG Base, Building 263 on 24 July 2026 at 2:00 PM ET. Persons intending to submit a quote are strongly encouraged to attend the site visit. Due to security conditions, all interested parties who intend to attend the site visit must register in order to gain base access. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government price and other factors considered. The Government may award without discussions; however, the Government reserves the right to conduct discussions if deemed in the Government's best interest. Quotes will be evaluated on price and -- 2 of 4 -- past performance based on a review of FAPIIS and SPRS. Award will be based on the offer that represents the best value to the Government. NOTE: The Government will perform a comparative evaluation (comparing quotes to each other) to select the contractor that is best suited and provides the best value, considering the evaluation factors in this solicitation. No adjectival ratings will be assigned to the evaluation factors. The award will be based on price and other factors as listed above. The lowest priced offer may not necessarily represent the best value to the Government. ADDITIONAL PROVISIONS AND CLAUSES -DFARS 252.225-7059,Prohibition on Certain Procurements from the Xinjiang Uyghur Autonomous Region–Representation (JUN 2023) PROHIBITION ON CERTAIN PROCUREMENTS FROM THE XINJIANG UYGHUR AUTONOMOUS REGION–REPRESENTATION (JUN 2023) (a) Definitions. “Forced labor” and “XUAR”, as used in this provision, have the meaning given in the 252.225-7060, Prohibition on Certain Procurements from the Xinjiang Uyghur Autonomous Region, clause of this solicitation. (b) Prohibition. DoD may not knowingly procure any products mined, produced, or manufactured wholly or in part by forced labor from XUAR or from an entity that has used labor from within or transferred from XUAR as part of any forced labor programs, as specified in paragraph (b) of the 252.225-7060, Prohibition on Certain Procurements from the Xinjiang Uyghur Autonomous Region, clause of this solicitation. (c) Representation.
