The California Air National Guard is requesting catered meals to be prepared and delivered for its July Regularly Scheduled Drill (RSD). Contractors shall provide the meals in accordance with the minimum requirements outlined below. 2.0 SCOPE. The Contractor shall provide all subsistence, supplies, equipment, labor, and supervision necessary to prepare, deliver and serve catered meals to the California Air National Guard, located at 680 Macon Rd, Moffett Air National Guard Base, CA 94035. Catered meals are required on 16-19 July 2026. (https://armypubs.army.mil/Search/ePubsSearch/ePubsSearchDownloadPage.aspx?docID=0902c8518001210f) 4.0 SUMMARY OF REQUIREMENTS. 4.1 The catered meals will feed personnel attending RSDs at Moffett Field during regular scheduled drill period. 4.2 Headcounts for meals will be confirmed to the Contractor no later than three days prior to the date of performance. The Government reserves the right to cancel any and or all meals prior to this time at no cost. 4.3 The meals shall be delivered to and served at the Building 6506 Dining Area according to menus provided in Appendix A. Meals must be ready to serve by the beginning of the specified mealtimes. 4.4 Government furnished support: 4.4.1 The Government will have hot warmers available for use by the Contractor. 4.4.2 The Government will provide facility and limited refrigeration. 4.4.3 The Government will provide support staff. 4.5 The Contractor is responsible for clean-up of any areas used directly by Contractor personnel for serving meals. The Contractor must provide buffet style service and vendor must be physically present on the property for serving meals. 4.6 Workload Estimates: 4.6.1 Hours of Operation: Contractor must provide 240 meals per each drill day for a total of 960 meals. Contractor must provide 120 large to-go containers and 120 heavy duty plates per each drill day for a total of 480 containers and 480 plates. see Appendix A. 4.6.2 Headcounts: see Appendix A. -- 2 of 9 -- Page 3 of 9 CUI CUI 4.6.3 Menus: see Appendix A. -- 3 of 9 -- Page 4 of 9 CUI CUI 5.0 PERFORMANCE REQUIREMENTS SUMMARY. PERFORMANCE OBJECTIVE METHOD OF ASSESSMENT PERFORMANCE THRESHOLD Compliance with sanitation and food handling standards of the Food Code and State and Local laws/regulations, resulting in a satisfactory or better rating in health inspections. POC Surveillance. 100% Compliance No deviation. Approved by installation public health in accordance with AFI 48-116. On-site inspection. 100% Compliance (no deviation). Delivery of timely service with courteous employees. POC Surveillance. 95% of meal periods meet or exceed the standard. Provide food items listed on the menu according to commercially acceptable standards of freshness and quality. POC Surveillance. 95% of food items per meal period meet or exceed the standard. 6.0 CONTRACT MANAGEMENT. 6.1 The Contractor shall provide a Contract Manager on site during each period of performance and shall be responsible for the performance of this contract. 6.1.1 The name of this Contract Manager and an alternate, if determined necessary by the Contractor, shall be designated in writing to the Contracting Officer. 6.1.2 The Contract Manager or alternate shall have full authority to act for the Contractor on all contract matters relating to daily performance of this contract. 6.1.3 The Contract Manager or alternate shall be available to meet with the government designated Point of Contact (POC), during the scheduled serving hours for each period of performance. 6.1.4 The Contract Manager and alternate must be able to read, write, speak, and understand English. 6.1.5 The Contract Manager and alternate positions (if assigned) shall at no time be vacant. 6.2 The Government designated Point of Contact (POC) is MSgt Dawn M. Walker and can be reached at 650-603-9450 or at dawn.walker.3@us.af.mil. Alternate POC is SSgt Jingfu Zhang, jingfu.zhang@us.af.mil. The POC shall be responsible for: 6.2.1 Maintaining liaison and communications with the Contractor relating to performance of this contract. Written communications with the Contractor and other documents pertaining to the contract shall be signed and a copy shall be furnished to the Contracting Officer. Electronic or emailed documents are preferred. 6.2.2 Verifying that the Contractor performs the requirements of the contract in accordance with the contract terms, conditions and specifications. Specific emphasis will be placed on the performance objectives (see paragraph 5). -- 4 of 9 -- Page 5 of 9 CUI CUI 6.2.3 Notify the Contractor of deficiencies observed during surveillance and direct appropriate action to effect correction. 6.2.4 Verify that the Contractor has corrected all deficiencies. 6.2.5 Record and report to the Contracting Officer incidents of faulty or nonconforming work, delays or problems. In addition, submit a final report at the end of the period of performance, to the Contracting Officer, concerning performance of services rendered under this contract. 6.2.6 Ensure that any government-furnished support is available when required. 6.2.7 Assist Contractor with site entry coordination for Contractor personnel. 6.2.8 Perform acceptance for the government of services performed under this contract. 7.0 ANTITERRORISM / OPERATIONS SECURITY / INFORMATION PROTECTION REQUIREMENTS. 7.1 Access and General Protection/Security …
