This document is conducted under the procedures of FAR Parts 12 and 13 incorporating provisions and clauses in effect through the current Federal Acquisition Circular (FAC) 2026-01. GENERAL: The U.S. Fish and Wildlife Service (USFWS) has a requirement for 12mm Passive Integrated Transponder (PIT) Tags. Tags must be compatible with existing PIT infrastructure in Columbia River Basin (dams, hatcheries, instream arrays) as per specifications found in the Comprehensive PIT Tag Evaluation procedure (CPTE) standard for researchers in the basin. 2. SCOPE: The contractor shall provide the required PIT tags: Pre-loaded PIT tags - 12mm approximate length 134.2 kHz ISO FDX-B. Preloaded tags must be compatible and injectable with USFWS’ existing equipment or vendor may provide injection devices with he tags. Preloaded tags shall be packaged into trays of 100 tags each. 3. EVALUATION AND ACCEPTANCE: Manufacturer of the requested tag types shall have been issued a manufacturer’s code by the International Committee for Animal Recording (ICAR) for tag coding purposes. Manufacturer must be able to provide independent lab test results showing compliance with the Columbia River Basin standard tag specifications as described in the CPTE, attachment 1, prior to delivery. All testing should be conducted at an independent laboratory using equipment and techniques designed to ensure compatibility and performance with existing Columbia River Basin PIT tag systems. Passing test results where tests were conducted at and results were provided by an independent laboratory will be given preference. The type of tests performed on the PIT tags are physical and electrical parameters (measurements, weight, resonant frequency, turn-on voltage), read ranges under different noise levels, maximum read speed under different noise levels, and impact of tag grouping on reading efficiencies (how close different groups of tags could be to each other without interfering with the transceiver’s ability to detect the individual tags) and durability. Performance tests are held in a controlled laboratory environment. -- 2 of 47 -- PIT Tag SOLICITATION NO. 140F0S26Q0052 FWS Columbia River Fisheries Program Page 3 of 47 All tags must pass the listed criteria in order to be considered. Best value (based on preferred specifications), past performance and cost will all be considered when making final contract award. After award of contract, selected PIT tags may be randomly tested to ensure tags received meet requested specifications. MATERIAL: Required Specifications for 12 mm PIT tag: Physical Properties: • Encapsulation material must be glass and injectable. • Length – between 12.0 and 12.5 mm • Diameter – less than or equal to 2.14 mm (must fit easily into the bore of a standard 12-gauge needle (2.15 mm) and not jam or be difficult to inject • Average Weight Evaluation Impact ≤ 0.105g Outstanding >0.105g – 0.110g Good >0.110g – 0.115g Acceptable >0.115g Unacceptable Electrical Properties: • Transponder must conform to the ISO 11784/11785 FDX-B specifications and must be energized by a 134.2-kHz field. • Resonant frequency values must be between 132 and 136.5 kHz • Turn-on voltage values must be less than or equal to 700mV.
