STATEMENT OF NEED

1. TITLE
13M Fiber Transmitter Modules for the Fairbanks Command and Data Acquisition Station
(FCDAS)
2. BACKGROUND
The NOAA/NESDIS FCDAS operates critical satellite tracking platforms that rely on a specific
baseline architecture. This baseline architecture is engineered around specialized fiber optic links
to successfully deliver X-Band capabilities to the station's 13M antennas. These components are
mission-critical to the daily downlink operations of all three 13M antennas.
3. SCOPE
The Contractor shall deliver two (2) new brand-name Ortel SITU3013 Fiber Transmitter Modules
to the FCDAS.
4. TECHNICAL SPECIFICATIONS & DELIVERABLES
The delivered hardware must meet the following exact operational parameters to integrate with
the 13M X-Band antenna system:

5. SHIPPING, PACKAGING, AND DELIVERY REQUIREMENTS
● Performance Period: Final delivery shall be No Later Than 120 days After Receipt of Order.
● Shipping Terms: Shipping shall be FOB Destination to FCDAS in Fairbanks, AK. The vendor
shall be fully responsible for all freight and shipping costs associated with delivery to the
specified location.

● Delivery Coordination: The contractor must notify the Technical Point of Contact (TPOC) at
least 48 hours prior to expected delivery to ensure station personnel are available to receive
the freight.
6. INSPECTION AND ACCEPTANCE
Final inspection and acceptance will take place upon arrival at the NOAA/NESDIS CDA Station
in Fairbanks, Alaska. The Government TPOC will inspect the delivery to verify that the part
numbers match the specification table exactly and to ensure the units sustained zero physical
damage during transit. Non-conforming or damaged units will be rejected and returned at the
contractor's expense.

8. SECURITY REQUIREMENTS
Products and services for exchange, refurbishing, or recycling of hardware must comply with
NOAA IT Security Manual (ITSM) media sanitization requirements (MP-6) and NIST SP 800-88
Revision 1. Pre-configured hardware must comply with FAR 39.101(c) regulations for adherence
to the NIST SP 800-70 Rev. 4 common security configuration checklist program
(https://csrc.nist.gov/pubs/sp/800/70/r4/final). New hardware must comply with FAR 4.1302 and
be capable of being configured to utilize approved, per FAR 4.1302(b) PIV-compliant
(https://www.idmanagement.gov/approved-products-list/) smart card authentication components.
In addition, new hardware shall be capable of implementing Internet Protocol Version 6 (IPv6)
requirements as required by FAR part 11.002(g). Specifically, unless the agency Chief
Information Officer waives the requirement for technology using Internet Protocol, the product
must comply with applicable technical capabilities defined in the USGv6 Profile (NIST Special
Publication (SP) 500- 267) and the corresponding declarations of conformance defined in the
USGv6 Test Program. To meet this requirement, vendors and suppliers of IP protocol technology
must document their product’s support of the requested capabilities through the USGv6 test
program (https://www-x.antd.nist.gov/usgv6/) using the USGv6 Suppliers Declaration of
Conformity.
