DESCRIPTION OF SERVICES 1.1 General Scope. This is a nonpersonal services contract to provide annual load testing for aircraft component lifting slings assigned to 19 AMXS Support Section (“19 AMXS”). The government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn, is responsible to the government 1.1.1 Description of Services/Objectives. The contractor shall provide all management, personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and nonpersonal services necessary to perform annual load testing as defined in this Performance Work Statement (PWS) except for those items specified as Government Furnished Property and services. The contractor shall meet the standards in this contract. This includes the planning, coordination, and surveillance of the activities necessary to ensure disciplined work performance and timely resources application to accomplish all tasks under the contract. The contractor shall be responsible for maintaining communication with the contracting officer (CO) and the contracting officer’s representative (COR), and to immediately notify both the CO and the COR of any problems that would prevent the timely performance of this contract. The contractor is responsible for and required to implement, and maintain management control systems necessary to plan, organize, direct, and control all activities under this contract. The services are required to perform annual load testing. These services include suspending AMXS support equipment under a load to verify structural integrity in accordance with technical publications. The annual load testing will ensure compliance with DAFMAN 91-203 1.2 Background: 19 AMXS requires annual load testing on specific equipment to maintain serviceability. Having no serviceable equipment delay aircraft maintenance operations and sortie generation. 19 AMXS seeks a contract with a vendor who can provide load testing services regularly throughout the year so that we can maintain serviceable equipment year-round and reduce the risk of work stoppage. 1.3. Inherently Governmental Function. The contractor shall not perform inherently governmental functions as defined in FAR Subpart 7.5 in relationship to this PWS. 1.4. Period of Performance. This is a 5 year contract with 1 basic year and 1 option year, with a 6-month extension. "Period of Performance is tentative and will Based on Date of award." Base Year: 29 Jun 2026 – 28 Jun 2027 Option Yr 1: 29 Jun 2027 – 28 Jun 2028 Option Yr 2: 29 Jun 2028 – 28 Jun 2029 Option Yr 3: 29 Jun 2029 – 28 Jun 2030 Option Yr 4: 29 Jun 2030 – 28 Jun 2031 6 Mo. Extension: 29 Jun 2031 – 28 Dec 2031 -- 3 of 12 -- 1.5 Place of Performance. The contractor shall perform the services in the PWS at their own location, including transportation to and from 276 CMSgt Williams Drive, Little Rock Air Force Base, Arkansas. 1.6. Specific Tasks. 1.6.1 Equipment Pickup 1.6.1.1 48 hours prior, the driver will contact 19 AMXS Support section at 501-987-1692 to verify government employees are available and to inform them they are on their way to LRAFB. 1.6.1.2 The driver will have on their person a valid driver’s license and vehicle insurance for the vehicle they are driving. 1.6.1.3 The driver will meet the government representative at the Little Rock AFB Visitor’s Center. The government employee will sign the driver in and will follow them to the parking lot of building 272 CMSgt Williams Drive. 1.6.1.4 The driver is not expected to enter any government facilities or controlled movement areas during their time on the installation. 1.6.1.5 AMXS personnel will provide up to four (4) equipment items for load testing. AMXS personnel will assist the driver in loading the equipment onto the truck/trailer and forklift as necessary. 1.6.1.6 The company will transport the equipment from our unit to their location for testing. The vehicle/trailer used for transportation must be capable of transporting the equipment. The largest/heaviest item measures 8 feet by 3 feet and weighs approximately 150 pounds. The smallest/lightest item is less than 1 foot by 1 foot and weighs less than 10 pounds. 1.6.2 Load Testing 1.6.2.1 The company will perform load testing in accordance with technical guidance found in Appendix 1. 1.6.2.2 After the item is load tested, the company will print out a certificate. The certificate will have the following information: name of company, identification number of item, statement saying the equipment was tested in accordance with technical guidance, the date the item was tested, and a due date that is one year in the future. 1.6.3 Equipment Dropoff 1.6.3.1 48 hours prior, the driver w
