STATEMENT OF WORK (SOW) Modernization of the two Elevators at the U.S. Consulate General Chennai – JULY 2026 1.0 Scope of Work The Contractor shall provide all labor, supervision, materials, tools, and equipment necessary to complete the modernization, testing, and commissioning of two (2) passenger elevators. The upgrade will replace existing obsolete components with the new "ELEMOTION" system without major disturbances to the present civil structure. Note: OEM spares are preferred, however any other equivalent spares suitable or compatible for the existing elevators is acceptable. Again, the use of equivalent spares should not affect the preventive maintenance contracts. Core Technical Specifications Elevator Type: Upgrade from existing G551CA code to GPS3L1. Capacity: 900KGS (Retained). Speed: 1MPS (Retained). Serving Floors: 4 (Retained). Operation Mode: Full Collective (Retained). Control System: Upgrade from VFEL to VFGLCRL. Replace wire ropes with new sheaves OEM authorized materials and spares shall be supplied and installation as per OEM recommendations. Warranty details for the critical components and for the installation Mechanical & Aesthetic Upgrades Electrical Main Motor Encoder: Supply a new encoder. Car Station Panel: Supply a new panel with an advanced version Variable voltage and variable frequency drive and PCB's for smooth door operation. Door Motor: Supply a new door motor featuring better efficiency. Cabin Back and Side Walls: Upgrade to a PPS finish. (Retained). Car Front Return Panel & Transom Panel: Upgrade finish to SUS-H. (Retained). Cabin Doors: Retain existing SUS-H finish with no changes. (Retained). User Interface & Signal Fixture Upgrades Hall Interfaces: Upgrade Hall Buttons, Position Indicators, and Hall Lanterns from PIV1-C720 and HLH-A16S to new models PIM-C120 and HLH-A10. Car Operating Panel: Upgrade from CBM-C110 to CBV1-C710. Audio/Visual Signals: Supply and install new Arrival Electronic Chime (AECC) and a new Emergency Bell. Door Sensors: Supply and install a new Multi Beam Sensor. Communication: Provide a new handsfree Intercom System (ITP) equipped with a 24-voltage supply to ensure better voice clarity for proper communication. Hands free intercom system must be able to call post-1 during emergencies on push of a button. Dedicated phones should be provided inside post-1 and all dedicated telephone wiring from Elevator controller to post-1 must be under contractor’s scope. Safety & Operational Features Fire Fighter's Emergency Operation (FE): Implement as per the latest standards. If Existing Elevators are connected to the fire alarm panel and for fire recall, new modernized elevators must be connected to the building fire alarm system. Emergency Landing Device: Install Audio & Visual Indicators inside the cabin as per the latest standards. False Call Cancelling Car Button Type (FCC-P): Enable the system to allow passengers to cancel a wrongly pressed car button by quickly pressing the same button again twice. Power On Releveling (PORL): Program the car to activate floor releveling if it stops in the door zone due to a power failure; upon power recovery, the car will locate to the same level as the landing floor to prevent passengers from tumbling. Safe Landing (SFL): Configure the controller to check the cause of any equipment malfunction that stops the car between floors; if deemed safe, the car will move to the nearest floor at a low speed and open its doors. Fire Emergency Lamp in Car (FELC): Ensure that in the event of fire operation, the lift moves to the main lobby and the interior lamp glows to provide information to passengers inside the car. If lobby has fire, elevator must then move to a floor above and open the doors and so on. Other works: Replace the electrical power feeder switches with MCBs/MCCBs Minor civil repairs like making holes on the walls/floor and repairs on these damages are to be considered as part of this contract. Minor metal frame works whether new or the repairs on the rusted/damaged to be included as part of this contract. Metal frames and supports need to be painted wherever necessary. Elevator pit walls need to be painted. Elevator pit lights need to be replaced with new LED lights. Machine room walls/floor to be painted. New lights need to be installed for the machine room. The project completion time may be 4 months from the start date mentioned in the letter to commence the project which includes the lead time to deliver all the required spares and materials. Warranty – a minimum of 12 months warranty shall be applied for the spares and for the installation and performance of the elevators from the commissioning date. 2.0 Civil repair works Mandatory Notification: The Contractor MUST inform the Contracting Officer's Representative (COR) in writing of any required major civil modifications at least 30 Days prior to the commencement of installation and a separate order shall be obtained by the vendor to execute these additional requirements. Note: Minor civil repairs are included in the scope of work, this work is part of the elevator modernization project, and the vendor is responsible for completing these minor civil repairs without any additional cost to the USG.   3.0 Safety & Compliance Standards: All work, components, and safety features must comply with local regulations and international elevator safety standards (e.g., ASME A17.1 or EN81 equivalents where applicable). Site Safety: The Contractor must utilize proper Lockout/Tagout (LOTO) procedures, fall protection, and provide temporary barricades for all open hoist ways during the installation period. No Worker will work one over the above if scaffold is installed in the shaft. Housekeeping: The Contractor is responsible for disposing of removed parts, cleaning up, and disposing of scrap.
