1. SCOPE AND OBJECTIVE:
The Air Force Test Center (AFTC), Edwards AFB, CA, requests a proposal for work to be
accomplished for the 412 EWG for Elevator Modernization at Building 1020. The work to
be accomplished includes but is not limited to the following: Conveying Systems, Fire
Protection Systems, and Electrical Systems.
2. PURPOSE OF THE DOCUMENT:
This Statement of Work serves as a tool for recording customer requirements, ensuring
that these requirements are met and evaluating the project design before construction
begins. The overall objective is to establish a plan of action for defining and achieving
desired results and goals.
3. REQUIREMENTS:
Work is to be performed at Bldg. 1020 located in the Integrated Facility for Avionics
Systems Test (IFAST) in Edwards, AFB and will require special secured space access
with personnel having the ability to enter the Sensitive Compartmented Information
Facilities.
All work shall be in accordance with all applicable federal, state, and local rules and
regulations (to include US Air Force/Edwards AFB requirements).
Contractor(s) shall be responsible for obtaining required access for work on Edwards Air
Force Base.
Electgricity supply to the elevator shall submit to Lock-Out-Tag-Out (LOTO) procedure.
Requirements statements in this section are organized using CSI/CSC Uni-Format for
Building Construction. Contractor responsible for locating all utilities. The contractor shall
accomplish the following:

D1010 Vertical Transportation System
Controls
D1010.01 Contractor shall furnish and install new elevator microprocessor controller for
each individual elevator controller and for each group controller. Elevator controller data
package shall include all hardware and software required for the installation,
maintenance, testing, and service of the elevator, in its entirety. Elevator controller shall

be designed to automatically reestablish normal elevator operation following any
temporary loss of power, regardless of duration. Remote Interaction Operation (RIO) is
not permitted to be installed.
D1010.02 Contractor shall furnish and install new elevator motor control with electronic,
soft starter motor starter.
D1010.03 Contractor shall provide signed certification, from manufacturer’s corporate
headquarters, that guarantees that the microprocessor software and access system will
not terminate the unlimited and unrestricted access at any future date.
Hydraulic Power Unit/Drive System
D1010.04 Contractor shall furnish and install new hydraulic elevator drive system,
including pump unit, piping, cylinder/plunger assembly, and associated equipment, which
will operate at a maximum working pressure of 500 psi or less. Provide complete
elevator system that meets or exceeds the NEII-1 Ride Quality Standard, including
elevator ride quality and noise levels in car and in elevator machine room and machinery
space.
D1010.05 Contractor shall furnish and install all new portions hydraulic oil supply line
that are installed below ground, including portions encapsulated in concrete or covered
by construction, with continuous, Schedule 80, PVC.
D1010.06 Contractor shall furnish and install new intermittent-duty pump motor rated at
120 starts/hour and class F insulation. Motor shall be sized so that the motor amperage
does not exceed the motor data tag amperage in any operating condition, exclusive of
acceleration and deceleration.
D1010.07 Contractor shall furnish and install new self-contained pump unit, including oil
hydraulic elevator pump, electric motor, suction-line oil strainer, and structural steel outer
base with tank supports and isolation pads.
D1010.08 Contractor shall furnish and install new constant-velocity, down-speed
regulated, control valve.
D1010.09 Contractor shall furnish and install new control valve, overspeed safety valve,
blowout-proof muffler, and hydraulic pump discharge strainer in the hydraulic oil supply
line. Hydraulic oil supply line hall be equipped with two (one in the elevator hoistway pit
and one in the elevator machine room or machinery space) ¼ turn, ball valve type
manual shutoff valves.
Door Operating Equipment
D1010.10 Contractor shall furnish and install new power-operated vertical rising bi-
parting hoistway door packages for front and rear.

D1010.11 Contractor shall furnish and install new vertical rising gate with power door
operator for car doors.
Button Fixtures (ADA & Fire)
D1010.12 Contractor shall furnish and install new industry-standard, vandal resistant
push buttons with positive-stop assembly design.
D1010.13 Contractor shall furnish and install new hall station door-operating buttons,
identical in size and design to hall call buttons, but not illuminating.
D1010.14 Contractor shall furnish and install two (front and rear) new car operating
panels that contain operation controls and communication devices.
D1010.15 Contractor shall ensure that all new operator controls are exposed and
accessible. In addition to ASME A17.1/CSA B44 requirements, the Contractor shall
furnish and install at the minimum the following operating controls, identified as indicated:
D1010.15a. LED Illuminating car-call buttons identified to correspond to landings
served by the elevator.
