Statement of Work (SOW) Customer Funded Bldg.2592A Install Break Area USACE Mission Support Battalion Alexandria, VA 22315 PR&C #W802Y961637876 A. General Overview This Statement of Work (SOW) details the requirements to install 15 linear feet of premium cabinetry, countertop, a sink, a commercial refrigerator, and all associated rough-in plumbing and waste pump systems in Bldg.2592 Annex Suite 1100 located on USACE Mission Support Battalion. The project is to be executed in a professional manner, adhering to the highest industry standards, with a focus on environmental responsibility and compliance with Unified Facilities Guide Specifications (UFGS). A.1 All work shall be performed during normal working hours while allowing the personnel in the facility the flexibility to maintain operations during project. A.2 See below for required work actions. Technical point of contact for questions or project visit (recommended) is Rodney Roberts, 703-428-6644, room G3 in building 2593. The period of performance shall not exceed 90 days from date of award. A site visit is available for pricing of work to be performed. 1.0 Scope of Work. All work shall be performed in strict accordance with federal, state, and local building codes and industry standards. 2.0 Period of Performance The project shall be completed within 90 days from the issuance of the Award. All work shall be conducted during normal business hours, 07:00 AM to 03:30 PM EST, Monday through Friday, excluding federal holidays, unless otherwise approved by the Contracting Officer's Representative (COR). Final Bid Price Must be on Attach Bid Sheet ONLY. Any other will be rejected and disqualified. 3.0 Specific Tasks & Requirements 3.1 Cabinetry and Millwork The Contractor shall: • Fabricate and install 15 linear feet of premium-grade upper and lower cabinets. • Provide solid surface (15lf) countertops as specified by the COR. • Ensure all cabinet doors and drawers are equipped with commercial-grade, soft-close hardware. • Install all necessary mounting, trim, and finish hardware for a turnkey installation. • Install (6) six GFCI duplex 20amp outlets from the nearest panel to new break area (location TBD). All breakers will be labeled and installed as per code. 3.2 Plumbing and Drainage Rough-In -- 1 of 10 -- The Contractor shall: • Install full rough-in plumbing for a new, single-compartment commercial sink. • Install a commercial-grade macerating or ejector waste pump system capable of pushing wastewater through a distance of up to (100\) linear feet to an approved tie-in point. • Install a commercial electric water heater (2.5 Gal) and piping to connect as per code. • Install a commercial instant hot water faucet. • Ensure all supply lines include shut-off valves, and all drainage incorporates proper venting and P-traps per applicable plumbing codes. • Core drill or modify walls and flooring as required to run piping, ensuring all penetrations are properly fire-stopped and sealed. 3.3 Commercial Refrigerator Installation The Contractor shall: • Install and level one (1) Contractor-Furnished commercial refrigerator. • Ensure adequate ventilation clearances are maintained around the unit per the manufacturer’s specifications. • Connect the refrigerator to the nearest dedicated 120V electrical circuit, ensuring it is grounded and operational. 4.0 Government-Furnished Property (GFP) The Government will provide the following: • Access to on-site utilities, including water, power, and sanitary sewer tie-in points. • Access to the facility parking, loading docks, and staging areas. 5.0 Site Conditions and Cleanup The Contractor shall: • Maintain a safe and clean work environment throughout the duration of the project. • Protect existing flooring, walls, and adjacent furniture from damage during installation. • Remove and legally dispose of all construction debris, packaging materials, and discarded fixtures daily. • Perform a final site walkthrough with the COR to ensure a satisfactory completion of the punch list. 6.0 Quality Assurance and Standards -- 2 of 10 -- • All work must pass final inspection by the local Authority Having Jurisdiction (AHJ). • All plumbing installations must be completed by a licensed and bonded plumber. • The Contractor shall provide a 1-year warranty on all parts and labor, starting from the date of final government acceptance. B. General Security Requirements C.1. All contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks or background investigation and to meet installation/facility access requirements to be accomplished by the HECSA Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA, and local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at this facility change, the Government may require changes in contractor security matters or processes. C.2. All contract employees, including subcontractor employees who are not in possession of the appropriate security clearance or access privileges, will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas. C.3. The Contractor must pre‐screen Candidates using the E‐verify Program (http://www.dhs.gov/E‐Verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the employee candidate has two valid forms of government issued identification prior to enrollment to ensure the correct information is entered into the E‐verify system.
