STATEMENT OF WORK (SOW)
1. Scope & Objective:
The 19th Special Forces Group (Airborne) requires contractor support to execute a
comprehensive, 3-day/2-night CORE Family Resiliency Event for 20–25 military families (70–
80 total participants) with ONLY these event dates of 10-13 September 2026. In direct support
of the Preservation of the Force and Family (POTFF) initiative, this event will utilize an
immersive outdoor camping environment in UTAH ONLY to deliver evidence-based resiliency
training, fostering readiness across the Body, Mind, Spirit, and Family pillars.
2. Professional Training & Credentials:
The contractor shall provide credentialed Subject Matter Experts (SMEs) to deliver objective,
evidence-based instruction on emotional intelligence, conflict resolution, and trauma prevention.
Utilizing third-party professionals ensures a neutral environment free from military chain-of-
command dynamics.
The contractor MUST provide documented evidence of the following credentials during the
evaluation process. Contractor personnel MUST have these active certifications/licenses.

Mental Health &
Counseling
Active state licensure (LMFT, LCSW, LPC) OR a Ph.D. in Psychology,
Kinesiology, or Health Science.
Outdoor Leadership Master's or Doctorate degree in Recreation Administration, Outdoor Leadership,
Kinesiology, or a closely related field.
Safety & Field Staff Current Wilderness First Responder (WFR) or Wilderness First Aid (WFA)
certification, alongside CPR/AED.
3. Venue & Environmental Requirements:
To maximize training effectiveness and remove the distractions of daily civilian-military life, the
event must be conducted in an isolated, high-country outdoor adventure setting in Utah. The
shared challenges of basecamp setup and outdoor navigation are required curriculum
components to build team cohesion.

The venue, campsite, and all training grounds must be located strictly within the state

Facilities Must include a headquarters cabin for command staff, a secure Family Basecamp area,
instructional/dining areas with tables and chairs, and adequate parking.
Sustainment Continuous access to clean, potable water (for drinking, cooking, and hygiene) and
functional, sanitary toilet facilities sized for 70–80 personnel.
4. Contract Deliverables (CLINs):
The contractor shall provide all personnel, equipment, materials, and supervision necessary to
execute the event per the following structure. Please roll up into one (1) CLIN event.

Procurement of liability insurance, administrative permits, participant
reporting, and direct coordination with 19th SFG(A) S4.
5. Sustenance & Hydration Plan:
The contractor shall supply high-nutrition, balanced meals designed to sustain participants during
physically demanding outdoor training.

Hydration & Snacks: The contractor shall maintain 24-hour hydration stations (chilled potable
water, electrolytes, coffee, tea) and provide high-energy snacks (mixed nuts, granola bars, fruit)
during all rotational skill stations and breakout sessions.
6. Performance Outcomes:
The execution of this SOW is expected to directly impact 19th SFG(A) retention, readiness, and
unit health across the following metrics:
