STATEMENT OF WORK FOR Ubiquitous Technical Surveillance (UTS) Vehicle Tradecraft Training July 2026 FA462026QA299 Attach. 1 - SOW (REV1) 1 of 4 -- 1 of 4 -- Statement of Work (SOW) For Ubiquitous Technical Surveillance (UTS) Vehicle Tradecraft Training Fairchild AFB, WA 1. BACKGROUND: The Personnel Recovery Academy (PRA) is the primary training arm for the Joint Personnel Recovery Agency (JPRA). The PRA trains military and civilian personnel designated as high-risk-of-isolation in advanced SERE tactics, techniques, and procedures (TTPs). As global adversaries deploy increasingly sophisticated Ubiquitous Technical Surveillance (UTS) networks, the PRA must constantly modernize its curriculum. Modern vehicles present an extreme tracking vulnerability due to integrated telematics, digital networks, and physical sensor systems. The PRA requires a customized, vehicle-focused UTS tradecraft course to train its instructional cadre in mitigating these modern threats. 2. SCOPE OF WORK: The Contractor shall provide an on-site, multi-day Mobile Training Team (MTT) to deliver a specialized UTS Vehicle Tradecraft Course for approximately 12–20 Personnel Recovery Academy instructional staff. The contractor is responsible for providing all instructional materials, specialized vehicle-system demonstration aids, and technical equipment required to conduct both classroom instruction and hands-on, vehicle-based practical applications. 3. OBJECTIVES: • Identify and map modern vehicle tracking mechanisms, including telematics, cellular modems, infotainment systems, and onboard diagnostics (OBD-II). • Analyze the "digital exhaust" of vehicles (e.g., Bluetooth, Wi-Fi, RFID, and TPMS sensors) and how adversaries exploit these signatures to locate evaders. • Develop and execute physical and technical tradecraft to minimize, mask, or defeat vehicular tracking systems during an active evasion scenario. • Prepare PRA cadre to integrate vehicle UTS threat mitigation into the core Personnel Recovery Academy curriculum. 4. REQUIREMENTS: To successfully meet the training objectives, the Contractor’s training program must cover the following core technical performance areas: • Performance Area 1: Vehicular Digital Vulnerability Assessment o Instruction must cover the theory and mechanics of how modern consumer and commercial vehicles capture, store, and transmit data. o Must include the analysis of onboard data networks (such as telematics, infotainment systems, and onboard diagnostics) and how these systems present a tracking risk to isolated personnel. • Performance Area 2: Signature Management & Non-Attribution o Training must address methods for minimizing the physical and digital footprint of operators utilizing local, rental, or non-standard tactical vehicles in hostile environments. o Must cover the identification and mitigation of passive tracking infrastructure (e.g., license plate readers, toll transponders, and roadside sensors). FA462026QA299 Attach. 1 - SOW (REV1) 2 of 4 -- 2 of 4 -- • Performance Area 3: Technical Evasion & Inspection Tradecraft o Instruction must provide practical, field-expedient methods for inspecting a vehicle to detect unauthorized tracking devices or active beacons. o Must include safe, non-destructive physical mitigation techniques (e.g., system isolation, power-source disruption) to neutralize tracking capabilities without compromising the vehicle's primary mobility. • Performance Area 4: Practical Application & Scenario-Based Evaluation o The course must culminate in hands-on, field-based practical exercises where students are required to conduct technical inspections of vehicles, implement signature reduction techniques, and demonstrate successful evasion tradecraft against a simulated technical surveillance threat. 5. GOVERNMENT FURNISHED EQUIPMENT AND SERVICES: The Government shall provide the necessary classroom facilities, standard audio/visual equipment (projector/screen) to support presentation delivery, and access to relevant unclassified JPRA doctrinal publications required to align the training context. The government will provide access to appropriate outdoor/ field environments to conduct exercises. To conduct vehicle demonstrations, the contractor must provide at least one vehicle (as applicable to the courseware), and JPRA will provide all others (Ford Expedition / Chevrolete Suburban). 6. SECURITY REQUIREMENTS: All personnel employed by the Contractor in the performance of this contract, or any representative of the Contractor entering the government installation, shall abide by all Fairchild Air Force Base security regulations. Personnel performing the work requested will be escorted for the duration on the installation. Individuals must be able to pass a background check that will be conducted prior to entry of the installation. Individuals performing the work will be required to provide their full name, DOB, SSN, driver’s license issuing state and license number to gain access to the installation. 7. PERIOD OF PERFORMANCE: 20 Sept –3 December 26. • UTS Vehicle Tradecraft training must be conducted within the period of performance 20 Sept – 3 Dec 2026. The course must occur in two consecutive in- person days – totaling at least 16 instructional hours. • A pre-course component must be conducted any time before the two consecutive in-person days, but within the period of performance 20 Sept – 3 Dec 2026. The pre-course component can be conducted online and must total at least 6 instructional hours. 9. GENERAL INFORMATION: 9.1. HOURS OF OPERATION: Hours of operation are 0700-1630 Monday through Friday, excluding Federal Holidays and any other designated down day.
