PERFORMANCE WORK STATEMENT (PWS) CADAVER TRAINING - EDUCATION DEPARTMENT, EVANS ARMY COMMUNITY HOSPITAL PART 1 GENERAL INFORMATION 1.0 GENERAL: This is a non-personnel services contract to provide delivery of cadaver(s), equipment, supplies, and training for Evans Army Community Hospital (EACH), Fort Carson, Colorado. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. 1.1 Description of Services/Introduction: The contractor shall provide all personnel, cadaver(s), equipment, temperature-controlled storage, supplies, surgical instruments, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Cadaver Training delivery and facilitation as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. 1.2 Background: This is an annual Department of War (DOW) requirement for active-duty soldiers who require Individual Critical Tasks (ICTs) and require some component of a cadaver to train effectively and efficiently. Historically, the Department of Education (DOE) has procured this annual requirement via Government Purchase Card (GPC). 1.3 Objectives: 1.3.1 Provide high-quality, fresh-frozen cadaveric training specimens for realistic medical training. 1.3.2 Ensure active-duty soldiers successfully complete Individual Critical Tasks (ICTs) through expert-led instruction. -- 1 of 15 -- 1.3.3 Maintain a safe and sanitary training environment, including seamless delivery, setup, and proper bio-waste removal. 1.4 Scope: Procurement of cadavers, specimen delivery, lab set-up and clean-up, on- site training instructor personnel, temperature-controlled overnight storage, bio- waste removal and disposal, equipment, surgical instruments, and supplies as ordered. The quantities ordered will be determined by the Military Treatment Facility (MTF) as needed at the time of the order. The base period of performance will consist of one training session. For option year 1 through option year 2 there will be no more than two training sessions per period of performance. 1.5 Period of Performance: The period of performance shall be for one (1) Base Period of 3 months and two (2) 12-month option years. The Period of Performance reads as follows: 1.5.1 Base Year: 01 September 2026– 30 November 2026 1.5.2 Option Year 1: 01 December 2026 – 30 November 2027 1.5.3 Option Year 2: 01 December 2027 – 30 November 2028 1.6 General Information 1.6.1 Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract. Three copies of a comprehensive written QCP shall be submitted to the KO and COR within 5 working days when changes are made thereafter. After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his QC system. 1.6.2 Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s). 1.6.3 Recognized Holidays: The contractor is not required to perform services on federal holidays. Recognized holidays are New Year’s Day, Labor Day, Martin Luther King Jr.’s Birthday, Columbus Day, President’s Day, Veteran’s Day, Memorial Day, Thanksgiving Day, Juneteenth Day, Christmas Day, and Independence Day. -- 2 of 15 -- 1.6.4 Hours of Operation: The contractor is responsible for conducting business, between the hours of 0600 – 2000 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential. 1.6.5 Place of Performance: The work to be performed under this contract will be performed at the Simulation Center of Excellence at 7488 Provide Comfort Dr., Fort Carson, CO 80913. (Requirement owner’s place of location is Evans Army Community Hospital’s Fort Carson, CO 80913). 1.6.6 Type of Contract: The government will award a Firm Fixed Price contract with a unit of measure as EACH (EA). 1.6.7 Security Requirements: Contractor personnel performing work under this contract must have base access at the time of the proposal submission, and must maintain the level of security required for the life of the contract.
