N0024426Q0043 2 Kits of 36K Defense Airlift Modular Approach Shoring (DAMAS) ATTLA Certified Issued on: 08 June 2026 COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Revolutionary FAR Overhaul (RFO) Federal Acquisition Regulation (FAR) subpart 12.201-1, “Simplified Procedures,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; “quotations” are being requested, and a separate written solicitation document will not be issued. The solicitation number N0024426Q0043 is being issued as a Request for Quote (RFQ). RFQ N0024426Q0043 shall be used to reference any written quote provided under this solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01 published in the Federal Register on 13 March 2026. Small business joint venture quoters have to submit the joint venture representations at paragraph (c) of FAR solicitation provision 52.219-1, Small Business Program Representations, with each offer. This is a Total Small Business Set-Aside competition requirement. The North American Industry Classification System (NAICS) code for this project is 332999 - Fabricated Structural Metal Manufacturing with a size standard of 750 Employees. All interested companies shall provide a quotation for: Maritime Expeditionary Security Group ONE (MESG-1) requires Two (2) Kits Air Transport Test Loading Activity (ATTLA) certified Defense Airlift Modular Approach Shoring (DAMAS) rated for 36,000-lb (36K) Axles, with a 3.5-to-one safety factor. The legacy method of using heavy, wood-based shoring is logistically burdensome, requires significant personnel and time to assemble, and is prone to damage and customs delays. Question Due Date: June 12, 2026 at 11:00 AM Local Time Submission Due Date: June 18, 2026 at 11:00 AM Local Time Required Delivery Date: on or before August 28, 2026 Place of Performance: NOLF Imperial Beach, 1498 13th Street, BLDG 170, Imperial Beach, CA 91932 Notice Regarding the Nonmanufacturer Rule and Buy American Act: Because this small business set-aside is valued below the Simplified Acquisition Threshold, the Small Business Administration's Nonmanufacturer Rule does not apply; Quoters may supply an end product manufactured by a business of any size. Furthermore, as this requirement is for a Commercially Available Off-the-Shelf (COTS) item, the Buy American Act component test is waived per FAR 25.101(a)(2). To be eligible for award without evaluation penalties, the proposed COTS item simply must be manufactured in the United States or a DFARS Qualifying Country (DFARS 225.872-1). This paragraph is tailored as follows: Provision at 52.212-1, Instructions to Quoters—Commercial, applies to this acquisition. Note below that an addendum to the provision 52.212-1(a) has been incorporated into solicitation N0024426Q0043. Introduction and Purpose: This section specifies the format that Quoter shall use in this RFQ. The intent is not to restrict the quoters in the manner in which they will perform their work but rather to ensure a certain degree of uniformity in the format of the responses for evaluation purposes. The Government anticipates award of single Firm Fixed Price (FFP) contract resulting from this solicitation. All responses to solicitation N0024426Q0043 identify the Quoter’s agreement with all terms, conditions, and provisions included in this solicitation. Offers that fail to furnish required representations or information or reject the terms and conditions of the solicitation will be excluded from consideration. Each attachment shall contain the following items in addition to the other information required by this solicitation: Quote: The quote shall indicate the following: • Title of the Quote • RFQ Number • Name and address of Quoter, Cage Code, and UEID • Quote validity period for 30 days from solicitation closing • FACTOR I – Technical Specification of the DAMAS ATTLA Certified • FACTOR II- Price Quoters are advised to submit Quotes that are complete and clear in all respects without a need for additional explanation or information. Quoters are cautioned against general, vague, or insubstantial statements that prevent or render difficult the concise evaluation of the quote. The quote must be sufficient and complete to demonstrate how the Quoter proposes to comply with the contract requirements. Brochuremanship is not desired; clarity and completeness are essential. Quoters are cautioned against restating SOW requirements in their quote, particularly with regard to technical requirements and must state how all RFQ and SOW requirements will be met. Statement such as “the Quoter understands” and “the Quoter shall/can comply,” along with responses that paraphrase the RFQ, are inadequate. The use of phrases such as “standard practices” (with a specific Government reference or industry reference) does not indicate that a Quoter understands the requirements and will result in a unacceptable evaluation. Submission of commercial product specification sheets or technical manuals that clearly map to the SOW requirements is highly encouraged. The proposed 36K DAMAS Ramp System must be ATTLA Certified prior to delivery. Quoters must either: (1) Provide a copy of the current, approved ATTLA Certification letter for the proposed system; OR (2) If not currently certified, provide a detailed, realistic milestone plan demonstrating how the Quoter will successfully navigate the Air Force ATTLA certification process and obtain the require
