Points of Contact for Questions and Submission of Offers: John Ambrus, Contract Specialist, john.ambrus.2@us.af.mil Elizabeth Vasquez, Contracting Officer, elizabeth.vasquez.5@us.af.mil K. 2.1 General Information This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the Revolutionary FAR Overhaul (RFO) part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. This solicitation incorporates provisions and clauses by reference (see Attachment 5). The full text of provisions and clauses may be accessed electronically at https://www.acquisition.gov/far-overhaul. 2.2 Requirement Description The Government requires two new, unused, current-production compact mini crawler cranes/spider cranes to support CV-22 aircraft maintenance lifting operations. The cranes will be used in restricted-access and limited-maneuverability areas where hangar lifting equipment, fixed lifting equipment, or conventional mobile crane support is unavailable or impractical. The cranes must be suitable for aircraft maintenance -- 1 of 6 -- CUI operations on paved and unimproved surfaces and must be sufficiently compact and transportable to support temporary-duty, deployed, and austere operating environments. Each crane shall be furnished as a complete and operational system. The acquisition also includes the accessories and support items identified in the solicitation pricing schedule, including: Single-person, boom-tip-mounted work platform; Heavy-duty protective crane covers in tan; Non-marking tracks suitable for aircraft maintenance and hangar environments; Hydraulic tilt-deck trailer; Track mats; Two-year spare-parts and maintenance-support package; Manufacturer warranty coverage; Manufacturer operating, maintenance, safety, and technical documentation; Parts availability; and Technical and maintenance support. Operator training is not required under this acquisition. a) A detailed description is provided in Attachment 1: Salient Characteristics. b) Brand Name or Equal: Brand Name or Equal, the description herein reflects the characteristics and level of quality that will satisfy the Government’s needs. The salient physical, functional, or performance characteristics that “equal” products must meet are specified in this solicitation. c) Notice to Offeror(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds become available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse any offeror for any costs. 2.3 Performance & Delivery a) Period of Performance or Required Delivery Timeline: a. Delivery of items is required within 120 days after receipt of order. b) Place of Performance/Delivery: 20th Special Operations Aircraft Maintenance Squadron 614 Liberator Avenue Building 208 Cannon Air Force Base, New Mexico 88101 -- 2 of 6 -- CUI c) FOB Point: Destination Section 3: Instructions for Offerors – Commercial Products and Commercial Services a) Submission of offers. Submit signed and dated offers to the Points of Contact specified in this solicitation at or before the exact time specified in this solicitation. As a minimum, offers shall include: a. The solicitation number; b. The name, address, telephone number of the Offeror; c. The Offerors Unique Entity Identifier (UEI) and, if applicable, Electronic Funds Transfer (EFT) indicator; d. Information necessary to evaluate the factors contained in Section 4: Evaluation – Commercial Products and Commercial Services of this solicitation. The Offerors’ response to this solicitation must be received by the Points of Contact identified in this solicitation at or before the exact time specified in this solicitation and must include the following documents to be considered responsive: i. Quotation or Proposal that conforms to the requirements listed in Attachment 1; ii. Attachment 2: Pricing Worksheet filled out completely; iii. Attachment 3: Offeror Information & Certification filled out completely and signed by an authorized representative of the company who has authority to legally bind the company; iv. Attachment 4: Conflict of Interest Statement filled out completely and signed by an authorized representative of the company who has authority to legally bind the company. b) All offerors MUST BE REGISTERED in the System for Award Management (SAM) at https://sam.gov/ at time of submission to be considered responsive and eligible for award. c) Formal communications. Any formal communication, including questions and answers, shall be submitted in writing via email to the Points of Contact listed in this solicitation.
