1.0 PURPOSE
The 846 TS’s primary test capability is the Holloman High Speed Test Track (HHSTT) where
they utilize rocket powered sled trains to simulate flight like environments and scenarios with the
control and recovery of a ground-based system. The HHSTT requires a 20-Ton Fixed Neck
Lowboy Trailer for transporting required test operation equipment for a vast array of test series.
2.0 SCOPE
The Contractor shall deliver one (1) 20-Ton Fixed Neck Step-Deck/Lowboy trailer meeting the
following requirements. The trailer shall feature a square back (no beavertail) and a full-width
gooseneck deck.
2.1 Physical requirements:
2.1.1 Chassis Specs:
2.1.1.1 Capacity: 20-Ton (Minimum 40,000 lbs)
2.1.1.2 Width: Minimum 96 inches (Not to exceed standard 102 inches)
2.1.1.3 Flat Deck Length: Minimum 38 feet
2.1.1.4 Paint: Standard Commercial Black
2.1.1.5 Gooseneck Style: Full-width flat tread-plate deck with fixed neck gooseneck hitch
2.1.1.6 Rear Deck Style: Square/Flat Back (No Beavertail or Sloped Loading Ramp)
2.1.1.7 Decking: Apitong (or equivalent heavy-duty hardwood
2.1.1.8 Center Decking: Yes
2.1.1.9 Suspension: 2-Axle Heavy Duty Spring Ride (or equivalent)
2.1.1.10 Braking System: Air Brakes with ABS compliant with Federal Motor Carrier Safety
Standards (FMCSR)
2.1.1.11 Neck Clearance: Minimum 81-inch swing clearance
2.1.1.12 Axle Capacity: 25,000 lbs (25k) Heavy Duty Tandem
2.2 Operational Requirements:
2.2.1.1 Include one (1) spare tire and rim mounted in a removable carrier on the gooseneck.
2.2.1.2 Tie-downs shall include a minimum of five (5) sets of heavy-duty D-Rings on the
lower deck, one (1) set on the side rail of the gooseneck deck, and two (2) D-Rings on
the tail-skirt.
2.2.1.3 Include a minimum of eight (8) stake pockets on the inside of the side rails, equipped
with bottom plates and weep holes (standard commercial dimensions, approx. 1.5" x
3.5").

2.2.1.4 Include three (3) integrated toolboxes centered along the length of the gooseneck.
2.2.1.5 Decking shall be fastened with heavy-duty carriage bolts and clips.
2.2.1.6 Install four (4) lifting shackles (2 per side) rated for moving the unloaded trailer via
crane.
2.2.1.7 Include eight (8) commercial cargo straps (20-foot length, 5,000 lb rating minimum)
compatible with the trailer's tie-down points.
2.2.1.8 Provide a transportation data plate in accordance with standard commercial practices,
detailing silhouette, center of gravity, and load ratings.
2.2.1.9 Provide a standard manufacturer identification plate and lubrication plate.
3.0 MILESTONES
The contractor shall deliver one (1) 20 Ton Fixed Neck Lowboy Trailer no later than 120 days
ARO.
4.0 DELIVERABLES
The contractor shall deliver the 20 Ton Fixed Neck Lowboy to 704 TSS/XPL, Attn: Issac
Portillo at 1521 Test Track Road, Building 1189, Holloman Air Force Base, New Mexico 88330-
7850.
