Upgrading this equipment is essential to sustaining 30 LRS’s operational tempo, improving workplace safety, and ensuring logistics activities can be executed efficiently and without interruption. 2.0 OBJECTIVES: The objective of this project is to furnish and install new dock‑leveling equipment that enables 30 LRS to safely and efficiently bridge the gap between the facility’s loading dock and a wide variety of truck and trailer types. The new dock leveler will support faster loading and unloading operations, improve material‑handling efficiency, and ensure a smooth transition surface for forklifts and other equipment. Specifically, this project will: Furnish and install one (1) 6' × 8' hydraulic dock leveler with a dynamic capacity of 40,000 pounds, including all required bumpers and accessories. Provide dock‑bridging capability that accommodates varying truck heights and configurations, ensuring safe and reliable loading and unloading operations. Enhance operational throughput by reducing delays caused by uneven trailer heights and manual adjustments, thereby improving overall logistics efficiency. 3.0 SCOPE OF WORK The contractor shall provide all labor, tools, materials, equipment, safety measures, supervision, and all associated permits required by Vandenberg SFB to complete the work described in this Statement of Work. All work shall comply with applicable federal, state, and local codes, manufacturer specifications, and installation best practices. The work includes, but is not limited to, the following: 3.1 Furnish and Install New Dock Leveler Furnish and install one (1) 6 ft × 8 ft hydraulic dock leveler with a dynamic capacity of 40,000 pounds, including bumpers and all necessary mounting hardware. Verify that the installed leveler provides a safe and smooth transition between the dock and various truck/trailer heights. Remove properly of one (1) existing dock leveler. Install the dock leveler in accordance with manufacturer instructions, ensuring proper alignment, anchoring, and operational performance. 3.2. Training in Operation and Safety Procedures The contractor shall provide training to designated LRS personnel on the proper operation, safety features, and routine maintenance procedures of the newly installed hydraulic dock leveler. Training shall include hands‑on demonstration, review of manufacturer instructions, and guidance on safe loading and unloading practices to ensure personnel can operate the equipment effectively and safely. 3.3 Workmanship and Safety All work shall be performed by qualified personnel experienced in dock equipment installation. The contractor shall maintain a clean and safe work environment throughout the project. All work shall be completed in a continuous work period unless otherwise approved by the Government. Responsibilities include, but are not limited to: 4.1 Project Execution Provide all labor, tools, materials, equipment, supervision, and safety measures required to perform the work. Furnish and install one (1) 6’ × 8’ hydraulic dock leveler with a 40,000‑pound dynamic capacity, including bumpers and all required accessories. Remove the existing dock leveler in accordance with applicable regulations. Ensure all work is performed in accordance with manufacturer specifications, industry standards, and Vandenberg SFB requirements. 4.2 Compliance & Safety Adhere to all installation security policies and access control procedures. Comply with all AFOSH safety standards and maintain a safe work environment at all times. Ensure all personnel entering the installation meet base access requirements. 4.3 Communication & Coordination Maintain daily communication with the Government Project Manager regarding progress, scheduling, and any issues affecting performance. Coordinate site access, deliveries, and work sequencing to minimize disruption to base operations. 4.4 Quality Assurance Ensure all work meets required quality standards and is ready for Government inspection. Correct any deficiencies identified during inspection at no additional cost to the Government. Ensure the contractor has the necessary escort support if required by base policy.
