STATEMENT OF OBJECTIVES (SOO)
I. Purpose: The purpose of this acquisition is to procure, design, install, integrate, and
test a compliant Intrusion Detection System (IDS) and support network
infrastructure for two (2) distinct ARMAGS located in the Building 3672
maintenance hangar.
II. Scope or Mission: The contractor shall provide a comprehensive IDS solution that
integrates seamlessly with the existing Vindicator Command and Control system.
Due to variances in equipment age and structural types between the two sites, the
contractor must provide site-specific installations that satisfy the separate
requirements of the respective squadrons and comply with DoDM-5100.76 and
AFMAN 31-101.
III. Period and Place of Performance:
1. Place of Performance: Building 3672, Kadena Air Base.
2. Period of Performance (PoP): The contractor shall propose a realistic PoP and
milestone schedule in their technical proposal for Government evaluation.
3. Hours of Operation: 0730 - 1630, Monday through Friday.
4. Holiday Observance: The contractor shall propose their standard commercial
holiday observance schedule (inclusive of U.S. Federal Holidays, Japanese Public
Holidays, or a combination thereof) in their proposal.
IV. Background: The 33RQS and 33RGS currently store their small arms in a non-
climate controlled secure area which is unsustainable for long-term maintenance
of assets. This drives installation of ARMAGS in building 3672, one for each
squadron, to cut alert response times and ease maintenance burdens with climate-
controlled storage. For weapons storage, the Department of the Air Force requires
continuous IDS protection for SRC II arms storage structures (bulk and unit level).
The current infrastructure at Building 3672 requires new field equipment, sensors,
and network integration to correlate with Kadena AB's existing Vindicator schemes
and map displays. This project involves two ARMAGS with differing technical
baselines due to their age and model type. Consequently, the squadrons utilizing
these structures will have separate technical requirements to get them to the same
operational status. The contractor must account for these technical variances to
allow for two independent ARMAGS being fully correlated into the Vindicator
map displays.
V. Performance Objectives: The contractor shall propose a technical approach to
achieve the following outcomes:
1. System Integration & Functionality: Deliver a fully operational IDS
encompassing required sensors (PIR, BMS, wireless duress), keypads, field
panels, and gigabit ethernet infrastructure for each ARMAG. All field devices
must concurrently map and communicate with the base Vindicator system.

2. Power Resilience: Ensure the IDS operates continuously with battery backup
capable of sustaining the system for a minimum of 8 hours during power loss.
3. Testing & Validation: Successfully execute a Contractor Verification Test
(CVT) and a full functional test for each site in strict accordance with the ESE-TP-
0023 Master Test and Turnover Plan. The system must demonstrate a 0% failure
rate in communication reliability across all installed equipment prior to
Government acceptance.
4. Sustainment & Warranty: Provide a one-year warranty on parts and labor,
including delivery of unused installation spares to the 18th Security Forces
Squadron (SFS) Noncommissioned Officer in Charge (NCOIC) of Electronic
Security Systems (ESS). The contractor shall provide an Operations and
Maintenance Manual for unit operation and self-sustainment.
5. Regulatory Performance Standards: The systems must meet all operational
metrics and baseline performance standards mandated for IDS as outlined in
DoDM-5100.76, AFMAN 31-101, and UFC 4-021-02.
VI. Operating Constraints: The contractor's approach must comply with the following
mandatory constraints:
1. Personnel Security: All termination and programming of the Integrated Base
Defense Security System (IDBSS) network must be executed by U.S. persons
holding appropriate clearances and Vindicator certifications as specified in the
following regulations.
2. Regulatory Compliance: The solution must adhere strictly to DoDM 5100.76,
AFMAN 31-101, UFC 4-021-02, ESE-TP-0023, and all cybersecurity mandates
(DoDI 8510.01, DoDI 8500.01).
3. Site Management: The contractor must maintain emergency egress routes during
installation, remove all rubbish daily to off-base locations, and manage all
hazardous materials IAW DOD 4160.21-M.
4. Equipment Baseline: Proposed equipment must be selected from the approved
Non-Nuclear IDS Equipment List (CMD) or pass rigorous government
acceptance testing if non-CMD Commercial Off-the-Shelf (COTS) equipment is
proposed.
5. Government Furnished Support (GFP/GFI/GFS): The Government will provide
the following to facilitate performance:
• Utilities: Reasonable access to electrical power and water.
• Documentation: Floor plans, legacy as-built drawings, and sensor
schematics, if available.
• Network Data: Required IP addresses, topology data, and switch
port assignments for Vindicator integration.
• Logistics & Security: Required facility escorts if required, and a
designated material staging area.
