DORMITORY CCTV PROJECT

1. DESCRIPTION OF SERVICES: The Contractor shall provide all management, tools,
supplies, equipment, and labor necessary for the purchase/installation/testing of a video
surveillance and Network Video Recorder (NVR) system for 100 percent coverage of
common areas in designated Eielson AFB dormitories, in a manner that will ensure their
full serviceability and operation. Contractor shall use established technical criteria for
ensuring continuity of service and traffic without damage or degradation of government
facilities. Troubleshoot and repair any/all issues.
1.1 Work Site Preparation/Schedule: Prior to commencing any work the contractor shall
coordinate the dates/times with the Contracting Officer and CES technical representative.
Contractor will provide a site survey and indicate placement location of Contractor support
equipment.
1.1.1. The contractor shall submit detailed drawings to the CO for approval before
installation, including camera locations, wiring paths, and NVR placement.
1.1.2. Work Locations (8): Buildings 2196, 2200, 2202, 2204, 2260, 2262, 2266, 2272. Each
building has 4 floors (Basement+3). Apart from building 2272, 2196 and 2200; they have 3
floors.
1.1.3. Permits: The contractor shall ensure all permits, manifests, environmental
requirements, etc., are accomplished prior to beginning work.
1.1.4. Waste Removal: The contractor shall remove all debris from the work site daily and place
it in contractor provided disposal containers/vehicles. The contractor shall dispose of waste
at a permitted off-base waste site. Upon completion of services, all Government
facilities/grounds shall be completely free of any contractor generated waste.
1.1.5. Manual and/or Warranty Documents: Upon completion of the contract, the contractor shall
provide the Contracting Officer with a digital copy of all necessary maintenance manuals
and warranty documents. The contractor shall also provide copies of all permits, weight
tickets, shipping manifests, etc., upon completion of project; as applicable.
2. VIDEO SURVEILLANCE AND RECORDING SERVICES/REQUIREMENTS
2.1 Contractor will provide a drawing for each building with proposed camera
locations. Floor plans will be provided.
2.2. Features
2.2.1. Contractor furnished cameras (NDAA Compliant) and monitoring system must be NEW
and include, but are not limited to, the following:
(a) Commercial Grade
(b) Minimum resolution 2k (4MP)
(c) Infrared range: Minimum 30 meters.
(d) IK10 rated.
(e) Minimum 15 Frames per second

(f) H.265 Video Compression
(g) Minimum 65-degree field of view in all directions from center (130 degrees left to right,
up to down)
(h) Minimum of one (1) storage server for each facility
(i) Storage capacity of 90 days at specified resolution
(j) Continuous recording for 90 days, with motion time stamps in footage preferred
(k) Feature advanced search options such as: Time and/or Motion Detection search
(l) Flash drive video extraction is preferred, Compact Disk (CD) video extraction acceptable
(m) Live playback features
(n) Storage servers should not be wifi dependent, i.e., cameras still operate and record during
power outages
(o) NVR must be connected to an Uninterruptible Power Supply (UPS) and operate for no less
that 4 hours.
(p) Each building’s system will be fully stand-alone (No Internet connection).
(q) CAT6 cabling will be utilized.
(r) Metal conduit (to prevent tampering) as needed for installation
3. PROGRAMMING, TRAINING, AND MAINTENANCE OF VIDEO SURVEILLANCE
SYSTEM
3.1. PROGRAMMING OF CAMERAS AND NVR: The Contractor shall program all cameras
and NVRs. All programming shall be done at no additional cost to the Government.
3.2. Customer Training: The Contractor shall provide on-site training and operational
documentation to the user upon turn-over of video surveillance system to Government
representatives.
3.2.1. Contractor will provide a system troubleshooting session to a group of 10-12 government
representatives. This training will provide the government technician with the ability to
determine the type of failure the unit is experiencing. This must also be in written form.
3.2.2. Contractor shall provide system/software maintenance as needed to ensure full
operability during offered warranty period. Any system/security patches required during
warranty period will be provided by Contractor at no additional cost to the Government.
4. GOVERNMENT-FURNISHED PROPERTY AND SERVICES
4.1. Government Furnished Facilities: The Government will not provide facilities, other than
restrooms, in the performance of this contract. The Contractor is responsible for providing
storage for all materials throughout contract performance as the Government will not be
responsible for any damage/losses to contractor equipment/supplies/materials.
4.1.1 Contractor will propose laydown areas for each dormitory before performance begins.
Government approval is required for any proposed areas.

4.2. Government Furnished Services: The Government will provide emergency medical
transportation and treatment if required. The contractor shall reimburse the Government for
the cost of these medical services at current rates. For emergencies, please call 911 and
provide your location on Eielson AFB. For Security Forces, please contact 907-377-5130
for on-base emergency services.
4.3. Government Furnished Utilities: The Government will provide electricity inside/outside of
facilities.
5. GENERAL INFORMATION
5.1. Contract Manager: The contractor shall designate a primary, and at least one alternate,
contract manager. This person will be responsible for the duration of the contract. They will
be responsible for performance, employees, clean-up, problem identification, training,
scheduling, etc., to ensure complete contract success. These individuals will be appointed in
writing upon contract award and provided to the Contracting Officer.…
