DRAFT Performance Work Statement (PWS) Testing, Inspection, Maintenance and Repair of Automatic Fire Sprinkler System VA Central California Health Care System BACKGROUND: The Department of Veterans Affairs (VA) acts as its own building and fire protection official and Authority Having Jurisdiction (AHJ). Construction of facilities on Federal property is generally exempt from the requirements of local building codes and standards. In addition, construction projects on Federal property are generally exempt from code compliance reviews by local fire officials. Therefore, VA must have its own process to ensure that facilities are designed, renovated, constructed and maintained in accordance with VA policy and the codes and standards adopted by VA. VA is required to comply with national consensus codes and standards. VA general requirements addressing construction codes and standards are found in the Office of Construction and Facilities Management (OCFM) document Program Guide (PG) 18-3, Topic 1, Codes, Standards, and Executive Orders. Specific VA requirements for fire protection are found in the VA Fire Protection Design Manual. SCOPE OF WORK: In order to meet both VHA Directive and governing NFPA codes, automatic fire sprinkler systems are required to be inspected, tested, maintained and repaired in accordance with NFPA codes and VHA Directive. The Contractor shall provide all labor, materials, equipment, supervision, administrative support, and any necessary professional engineering services required for the maintenance (including cleaning), repair, testing and inspection of the Fire Sprinkler systems and associated devices and equipment in accordance with the following codes below. (all latest editions shall apply). All inspections and testing will be monitored by the COR or his authorized designee. NFPA 1: Fire Code NFPA 13: Standard for the Installation of Sprinkler Systems NFPA 17A: Standard for Wet Chemical Extinguishing Systems NFPA 20, Standard for the Installation of Stationary Pumps for Fire Protection NFPA 25: Standard for the Inspection, Testing, and Maintenance of Water-Based Fire Protection Systems NFPA 99: Health Care Facilities Code NFPA 101: Life Safety Code Occupational Safety and Health Administration (OSHA) Guidelines and Standards The Contractor is responsible for all weekly, monthly, quarterly, semi-annual, and annual function checks, inspections, maintenance and repairs concerning the Fire Sprinkler system control valves, relief valves, pressure reducing valves, tamper switches, pressure switches, water flow alarm devices, gauges, fire pumps and controls, back flow preventers, main drain tests, water flow tests, standpipes, Fire Department Connections (FDC), fire connection hose valves, and fire sprinkler heads. The Contractor shall provide the 3-year inspection and testing as well as the 5-year inspection and testing as required per NFPA 25 standards. The Contractor shall also provide testing of the fire sprinkler heads per NFPA 25 and/or NFPA 99 and shall perform cleaning of all sprinkler heads located within pharmacy cleanroom spaces (Building 1 and Building 24). The contractor shall test and inspect all kitchen hood wet chemical extinguishing systems in accordance with NFPA 17A and NFPA 96. The contractor shall also perform all testing and inspection, maintenance and repair of the pre-action systems located in Building 27. OPTION LINE ITEM: The contractor shall provide pricing as a separate Contract Line Item (CLIN) to perform bi-annual (every 2 years) cleaning of all sprinkler heads at the facility. The first cleaning would occur in the base year of the contract, followed by Option Year 2 and then Option Year 4. The cleaning shall be in accordance with NFPA25 (non-contact cleaning for dust removal- using vacuum or compressed air). If compressed air is used, contractor is also responsible for controlling the spread of dust by concurrent use of vacuum. The Buildings included in this PWS which shall be inspected, tested, maintained and repaired under the contract can be found in Attachment 1. All inspection and testing intervals shall strictly adhere to the intervals required by the Joint Commission. Annual: Once in a 12-month period with a minimum of 330 calendar days and a maximum of 390 calendar days between tests events. Semi-Annual: Twice in a 12-month period with a minimum of 160 calendar days and a maximum of 200 calendar days between test events. Quarterly: Four times in a 12-month period with a minimum of 75 calendar days and a maximum of 105 calendar days between test events. Monthly: Every Calendar Month. Weekly: Every Calendar Week. EMERGENCY / CALL BACK SERVICES: Emergency Services. The contractor shall response for emergency calls upon the discretion of the CO or COR. The contractor shall perform emergency repairs to the fire suppression systems. Emergency calls consist of correcting failures that constitute an immediate danger to personnel, threaten to damage property, threaten the environment, and threaten to disrupt operations. Contractor shall respond to emergency calls within one (1) hours of initial call. Contractor shall provide and list of contacts and phone numbers. Urgent services. Urgent service calls will be classified as urgent at the discretion of the CO or COR. Generally, urgent calls consist of providing services or correcting failures which do not immediately threaten personnel, property, environment, or operations, but have the potential of becoming threatening. Contractor shall response to urgent calls within two (2) hours of initial call. Routine services. Routine service call will be classified as routine when the work does not qualify as an emergency or urgent call.
