Fort Bragg Performance Work Statement (PWS) 3rd SFG (A) Tribe Café AS OF 15 July 2026 1 Introduction This PWS is developed to support 3rd SFG (A) Tribe Café, Fort Bragg, North Carolina food service requirements to meet Cook Augmentee (CA) needs at the designated Dining Facility. The Contractor shall provide quality services in support of the installation food service program that supports the Warfighter with flexible, efficient and cost-effective service. The service outlined in this requirement encompasses Dining Facility Management functions, to include food receiving and storage, food preparation, food serving, remote site feeding, and facility sanitation duties.  Performance criteria for overall duties fall under Contractor responsibilities. 1. Objectives To provide a quality food program that supports the warfighter with flexible, efficient and cost-effective contract food service support. 1.1.2 The KO or his/her designated representative will be the point of contact (POC) concerning administration and performance of the contract.  The Contracting Officer’s Representative (COR) monitors all aspects of the contract and assists in contract administration.  A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates.  Both the KO and COR can provide guidance. 1.1.3 All work under this effort is subject to inspections and performance assessments. Failure to meet the contract requirements may result in an automatic payment deduction, Non-Conformance Report (NCR), cure notice, and/or termination.  The Government reserves the right to seek consideration in the event of un-resolved contract discrepancies and serious incidents impacting the effort. 1.1.4 Period of Performance. 01 August 2026 – 31 July 2031. 2 Requirements This section describes the general requirements for this effort. 2.1 General 2.1.1 Scope The Contractor shall provide the appropriate amounts of qualified labor and management necessary to perform quality CA ordered under this contract in a cost-effective, safe and environmentally sound manner. This support will focus primarily on the following areas: dining facility management functions, food receiving and storage, food preparation, food serving, facility sanitation and janitorial duties, and the associated logistics analysis and management functions in support of the 3rd SFG (A) mission. 2.1.2 Description of Services Military personnel and contractors will participate in daily joint operations. Responsibility for all dining facility operations will be divided between uniformed service members and civilian augmentees. The contractor will be responsible for providing all necessary supervision, labor, and personnel to augment government employees in the full operation of an Army Dining Facility, excluding Government Furnished Property (GFP). This includes, but is not limited to, requisitioning, receiving, storing, preparing, and serving of food.  Also, included is the performance of related administrative and sanitation functions in the Dining Facilities. 2.1.3 General Information The Period of Performance (PoP) is 01 August 2026 – 31 July 2031. Require 1x Assistant Manager each day DFAC is open Require 2x Cook 1 each day DFAC is open Require 3x Cook 2 each day DFAC is open Require 2x Food Service Workers each day DFAC is open 2.1.4 Place of Performance and Hours of Operation This PWS is developed to support Ft. Bragg, North Carolina installation CA requirements and remote site feeding requirements. Historical Headcount Summary is on average 150 diners per meal. Requirements may fluctuate during performance of the contract. Hours of Operation: The meal service hours for the dining facility are Monday – Friday, outside of the holidays listed in Section 2.1.5. Work hours will be from 0530 to 1430. Service hours for breakfast meals are 0745 to 0915. Service hours for lunch meals are from 1130 to 1300. These hours are subject to change based upon supported unit requirements.  Usually, this change occurs on short notice.  In most instances, there shall be a minimum of four (4) hours’ advance notice provided by the Government. Expected days of service for the facility will be 1,160 days. Extended Service Hours.  It is expected that a dining facility may periodically be required to extend its service beyond normal hours, e.g., in the event of fire, aircraft accident, rescue operations, civil disturbances, severe weather, alerts, training exercises, and troop movements. The Contracting Officer (KO), or Contracting Officer’s Representative (COR), may authorize the Contractor to provide extended services by giving four (4) hours prior notice of any change.
