Page 1 of 72 December 12 PERFORMANCE WORK STATEMENT (PWS) Full Food Service Contract for Dragoon Inn, Building 612 Rose Barracks, Vilseck, Germany (July 2026) Part 1 General Information Vision Statement: The mission of the Dragoon Warrior Inn is to fuel the warfighter and enhance mission readiness as a key component of the Holistic Health and Fitness (H2F) program. It must provide flexible and efficient access to nutritious, high-quality meals, offering both traditional sit-down dining and convenient on-the-go options to support the dynamic needs and peak performance of every Warrior.The service outlined in this requirement encompasses dining facility management functions, food preparation, facility sanitation and janitorial duties. Performance criteria for overall dining facility duties fall under contractor responsibilities. 1. General: This is a non-personal service(s) contract under which the personnel rendering the service(s) are not subject,either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing inrelationships between the Government and its employees. 1.1 Description of Services/Introduction: This is a non-personal services contract to perform the requirements described in the PWS and contract. The Contractor shall provide dining facility management, food preparation, headcount, food service sanitation and janitorial duties at the Dragoon Inn Dining Facility located at Rose Barracks, Vilseck, Germany. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Contractor shall provide all supervision, labor, personnel, supplies and equipment not provide by the Government. 1.2 Background: This initiative seeks to deliver comprehensive food service contracted support at the Dragoon Inn Dining Facility, located in Building 612, Rose Barracks, Vilseck, Germany. Vilseck, Germany, serves as the base for the 2D Cavalry Regiment, which provides assistance to the 7ATC Command, USAG Bavaria, as well as to the civilian workforce and Soldiers residing at this location. See Technical Exhibit 3 – Estimated Workload Data. COR will provide quarterly projections. 1.3 Scope: The Contractor shall provide dining facility management, food preparation, grab and go meal options, headcount, food service sanitation and janitorial duties at the Dragoon Inn Dining Facility located at Rose Barracks, Vilseck, Germany. -- 1 of 72 -- Page 2 of 72 December 12 1.4 Objectives: Full food service management, food preparation, grab and go meal options, headcount, food service sanitation and janitorial duties is required to support the Garrison. The contractor shall provide all personnel, transportation and supervision necessary to perform food service management, food preparation, headcount, food service sanitation and janitorial duties as defined in this Performance Work Statement. 1.5 General Information: 1.5.1 Quality Control Plan (QCP): The Contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non- recurrence of defective services. The contractor’s quality control program is the means by which the government is assured that the work complies with the requirement of the contract. The Quality Control Plan shall be provided within thirty (30) calendar days after contract award to the COR and within five (5) working days when changes are made thereafter (Deliverable 0005). After acceptance of the quality control plan the contractor shall receive the Contracting Officer Representative’s acceptance in writing of any proposed change to the QC system. At a minimum, the contractor's QC plan shall contain the following: 1.5.1.1 Provisions: 1. Organization chart which provides for QC personnel to have direct accountability to the Contractor's top management. 2. An inspection system covering all tasks and services required by this contract. 3. A schedule shall include areas to be inspected on a routine or unscheduled basis, frequency of inspections, documentation forms, and individuals that will perform the inspections and the follow-up procedures. 4. Method of identifying deficiencies in the quality of services performed before the level of performance becomes unacceptable. 5. Method of documenting and enforcing QC operations. 6. Process action plan to correct and prevent continuous deficiencies and defects. 7. Methods of communication with the Government regarding quality and contract performance. 8. Customer/diner feedback. 9. Monthly reporting system to the Contractor's home office. 10. A cleaning schedule that ensures the cleanliness of the Dining Facility in accordance with TRI SERVICE FOOD CODE TB MED 530, paragraph 6-501.12. In addition, the schedule shall include the periodic in-depth cleaning services. (Deliverable 0024). 1.5.1.2 Elements of the Plan: 1. Personnel health and hygiene. 2. Workplace Safety. 3. Fire prevention and evacuation. 4. Environmental protection. 5. Energy conservation. 6. Employee and Sanitation training. (IAW the paragraph 5.1.2.1) -- 2 of 72 -- Page 3 of 72 December 12 7. HAZMAT Program. 8. Hazard communication standards (OSHA) for use of chemicals 9. Hazard Analysis Critical Control Point (HACCP). 10. Government Property. 11. Security. 12. Key control. (IAW the paragraph 1.7) 13. Pest control 14. Food safety 15. Facility maintenance 16. Menu Planning w/ Dietitian Approval 17. Risk Management Log (DA Form 7800) 1.5.1.3 Inspection Techniques: 1. Random sampling (inspections) 2. Planned sampling (inspection) 3.
