SUBJECT: REQUEST FOR QUOTE (RFQ) – Hard-side Expandable Light Air Mobile Shelter (HELAMS) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Revolutionary FAR Overhaul (RFO) Subpart 12.2, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The Solicitation number FA251726Q0025 shall be used to reference any written quote provided under this Combined Synopsis/Solicitation. The Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01, effective 03/13/2026. This Combined Synopsis/Solicitation is solicited as Full and Open Competition. The North American Industrial Classification System (NAICS) code is 332311 Prefabricated Metal Building and Component Manufacturing. The size standard is 750 employees. The quotes will be evaluated IAW RFO 52.212-2, found herein. Please read and comply with all requirements for submitting a quote under the solicitation instructions and the addenda to RFO 52.212-1. Failure to comply with all instructions contained within this synopsis/solicitation could result in the quote being ineligible for award. It is the quoter’s responsibility to ensure their quote meets all the requirements identified herein. The purpose of this Combined Synopsis/Solicitation is for the 4th Electromagnetic Warfare Squadron (4 EWS) for Hard-side Expandable Light Air Mobile Shelter (HELAMS), on Peterson Space Force Base (SFB), CO. The delivery location is Peterson Space Force Base. The required Delivery Date for this requirement is on or before 4 Weeks after receipt of award for all CLINS in Table 1. The resulting award will be a Firm-Fixed Priced Purchase Order. Any questions regarding this solicitation shall be submitted to the contracting team no later than (NLT) 10:00 A.M. Mountain Time MT Tuesday, 02 June 2026. Questions submitted after this deadline may not be answered. Quotes and contract documentation shall be provided NLT 10:00 A.M. MT, 04 June 2026 to 21 CONS/PKA.
