PERFORMANCE WORK STATEMENT (PWS) 5th AR BDE FY 26 5AR Dagger Field Turf Replacement Period Of Performance (PoP): Shall be 180 days from PO PART 1.0 GENERAL INFORMATION 1. General: This Performance Work Statement (PWS) defines the requirements for the procurement and installation of a comprehensive training facility modernization. The Contractor shall provide all necessary project management, supervision, labor, equipment, and materials to successfully execute this project for the 5th Armored Brigade (5th AR BDE) at Fort Bliss, Texas. 1.2 Objectives: The primary objective is to replace an outdated and unsafe training area with a modern, all weather training facility. This project will enhance Soldier safety, improve physical fitness capabilities, and increased combat readiness by installing a covered turf field with integrated fitness equipment. 1.2.1. Background: The current training area at the Brigade headquarters is inadequate and poses safety risks. The 5th AR BDE requires a permanent, high- quality solution to mitigate these risks and provide a resilient training environment that aligns with the Army’s mission. 1.2.2. Period of Performance: 180 Days after Notice to Proceed (NTP) is issued. 1.3 General Information: 1.3.1. Quality Control Plan (QCP): The contractor shall develop and maintain a comprehensive Quality Control Plan (QCP) to ensure the synthetic turf replacement is performed in accordance with this PWS and manufacturer specifications. The QCP shall be submitted to the Contracting Officer (KO) and Contracting Officer's Representative (COR) within 15 days of contract award. At a minimum, the QCP must include: 1.3.1.1. An inspection system covering all phases of site prep, base leveling, turf installation, seaming, and infill application. 1.3.1.2. Procedures for identifying, preventing, and correcting defective work. 1.3.1.3. The name and contact information of the designated on-site Quality Control Manager. 1.3.1.4 Procedures for conducting final G-Max impact testing prior to project turnover. 1.3.2. Quality Assurance: The government shall evaluate the Contractor’s performance under this contract in accordance with (IAW) the Quality Assurance Surveillance Plan and is a government only document. This plan is primarily focused on what the -- 1 of 23 -- Government must do to ensure that the Contractor has performed IAW the performance standards and contract quality requirements are met. Contract quality requirements means the technical requirements in the contract relating to the quality of the product or service and those contract clauses prescribing inspection, and other quality controls incumbent on the Contractor, to ensure the product or service conforms to the contractual requirements. It defines how the performance standards will be applied, the frequency of surveillance, the performance threshold, and deductions, if applicable. 1.3.3 Recognized Holidays: The Contractor shall be required to perform services on holidays. The Contractor shall adjust to mission hours to fully execute objectives in accordance with PWS para 6.1. 1.3.5 Place of Performance: The work will be performed at turf field located at 1002 Chaffee Rd, Fort Bliss Texas, 79916 1.3.6 Period of Performance: Project to begin once notice to proceed is issued, 180 days from award date. 1.3.7 Type of Contract: This is a Firm Fixed Price (FFP) contract. All services will be inspected in accordance with FAR Clause 52.246-4, Inspection of Services—Fixed Price. 1.3.8 Access and General Protection Policy and Procedures: Contractor and all associated Sub-Contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce shall comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition -- 2 of 23 -- (FPCON) at any individual facility or installation change, the Government may require changes in Contractor security matters or processes. 1.3.8.1 FPCON: In addition to the changes otherwise authorized by the changes of clause of contract, should the US Government Force Protection Condition (FPCON) at any individual installation change, the Government may require changes in Contractor security matters or process in accordance with DoDI 2000.16. Contract services shall resume when the FPCON is reduced to Bravo or lower. 1.3.8.2 Physical Security: The Contractor shall be responsible for safeguarding all government equipment, information, and property provided for Contractor use.
