Museum of the Plains Indian Security Monitoring Camera Installation
Indian Arts and Crafts Board
1. BACKGROUND
The Indian Arts and Crafts Board (IACB), Museum of the Plains Indian (MPI) is located in Browning,
Montana. The MPI displays richly varied arts of Northern Plains Tribal peoples including the Blackfeet,
Crow, Northern Cheyenne, Sioux, Assiniboine, Arapaho, Shoshone, Nez Perce, Flathead, Chippewa, and
Cree. Their historic clothing, horse gear, weapons, household implements, baby carriers, and toys
highlight the exhibits.
2. SCOPE
The IACB, MPI requires additional cameras to be added to its existing security monitoring system to
allow museum staff to monitor current blind areas in the interior and exterior of the museum.
The selected vendor shall provide and install new security cameras adhering to the specifications provided
in this statement of work.
• Cameras will be placed in locations as noted on the map in Attachment 2 (Map to be provided at
time of Award).
• A total of 14 cameras are to be added. The vendor shall select cameras that provide maximum
area coverage. Cameras must be Performance 2MP IP MFZ Mini Dome Camera or an equivalent
model and must function with the existing camera system.
• An additional Network Video Recorder (NVR), minimum 24-port is required to support the new
cameras.
• The vendor shall provide all miscellaneous wires, cabling, and related materials necessary to
complete the installation.
The are currently 17 cameras installed in the locations noted in Attachment 2. Those cameras shall
remain in place. The existing cameras installed at the museum are Turing TP-MFM4M28 4MP HD
TwilightVision IR Mini Dome Camera.
All newly installed cameras and any additional NVR equipment must be fully compatible with, and
operate seamlessly alongside, the existing MPI cameras and existing 32-Channel Smart Series
Performance NVR (with Turing Vision Bridge and 24-Port Gigabit PoE+ Switch). The contractor is
responsible for ensuring full system compatibility.
The cameras and all components of the system must be NDAA COMPLIANT.
All camera options must include night-vision capability. All cameras are to be fixed-position, no Pan Tilt
Zoom (PTZ) cameras are to be used in the system.
The cameras are to be placed in the locations indicated on the maps in Attachment 2. Before cameras are
physically installed, the vendor must discuss and confirm locations with the onsite Curator to ensure
maximum coverage of the area. The onsite Curator must give final approval on camera locations.

Cameras must be placed at the entrances and exits of the museums in such an orientation that ensures that
the faces of individuals entering/exiting the museum are captured by the security camera system.
Due to the nature of the building and the masonry walls at the Museum of the Plains Indian, cabling can
only be run through walls in limited areas. Any new penetrations to the walls must be approved by the
COR or onsite designee before they are performed. The cabling will have to be on the exterior of the
walls and shall be in a conduit. The contractor may reuse existing cabling from the previous system
provided it is in good condition.
Potential vendors can schedule a site visit of the museum, but a site visit is not required to submit a bid.
3. DELIVERABLES
Hardware
• Fourteen (14) new cameras meeting the specified model or equivalent
• One (1) additional 24-port NVR compatible with the existing system
• All required cabling, connectors, power supplies, and installation materials
Installation
• Physical installation of all new cameras in Curator-approved locations
• Installation and configuration of the new NVR and integration with all existing cameras
• Mounting, routing, and protecting cabling, including conduit where necessary
System Configuration
• Full integration of new cameras with the existing NVR system
• Configuration of camera naming, views, recording profiles, retention settings, and motion/alert settings
(if applicable)
• Verification that night-vision functions operate correctly
• Optimization of camera placement to ensure maximum area coverage
Documentation
• Device configuration summary (IP addresses, naming conventions, settings)
• NVR configuration documentation
• NDAA compliance documentation for all components
• Warranty information
Testing & Verification Deliverables
• System functionality test demonstrating proper recording from all cameras
• Walkthrough with the onsite Curator
Final Handover Deliverables
• Complete deliverables package submitted electronically (PDF or shared drive)
• Final report summarizing work completed, issues encountered, and confirmation of system
compatibility
4. WARRANTY
Vendor must provide the following:
• A full one-year warranty covering all parts, labor, and installation.

• Technical troubleshooting assistance in the event of system failure:
– Phone and in-person support available
– Phone assistance available during business hours
– In-person support response within five (5) business days of the initial request, unless otherwise
coordinated with the COR or Curator.
5. PLACE OF PERFORMANCE
Museum of the Plains Indian
The contractor will perform the work at the Museum of the Plains Indian located at 19 Museum Loop,
Browning, MT 59417.
6. KICK-OFF MEETING
Within 10 working days of award, the contractor shall conduct an orientation briefing for the
Government. The intent of the briefing is to initiate the communication process between the Government
and contractor by introducing key task participants and explaining their roles, reviewing communication
ground rules, and assuring a common understanding of subtask requirements and objectives.
7. PERIOD OF PERFORMANCE
