Lodging in Support of AirFac Muskegon, MI
1.0 GENERAL
1.1 BACKGROUND
Require lodging from 22 June 2026 to 08 September 2026, to house rotating crewmembers and
support personnel. Contract to be awarded based on past performance, or offers having the
highest past performance rating possible or that represents the best value when compared to
any lower priced quotation or offer in accordance with Federal Acquisition Regulation (FAR)
Part 13.106-2.

1.2 SCOPE
Vendor must continuously provide 6 individual hotel rooms. On personnel transfer days
(occurring approximately every other Thursday), rooms shall be ready for incoming personnel
the same day that the outgoing personnel check out. Since crew composition could be any
combination of males and females, individual bedrooms and bathrooms are required.
2.0 SPECIFIC REQUIREMENTS/TASKS
2.1 All hotel rooms should be grouped together as much as possible. Hotel rooms will be
placed away from any high noise and high traffic areas.
2.2 Accommodations MUST be within a maximum of 40 minute response (hotel exit and
travel) time of AIRFAC Muskegon (located at Muskegon County airport, 186 Sinclair Drive
Norton Shores, MI 49441). This is a Search and Rescue mission requirement. 40 minute
response time shall be calculated based on the above address and the address of the
prospective accommodations using Google Maps
2.3 Accommodations will supply cable television and internet.
2.4 Accommodations will be fully furnished with (Beds, Couch, Chairs, Dining table,
Dressers, Night stands, etc….) and include all utilities (electric, gas, water/sewer, trash, ect.).
Accommodations shall also include a refrigerator and microwave.

2.5 At a minimum, bedding/linens shall be changed at weekly and towels replaced daily, or
as needed.
2.6 Minimum of 2 vehicle parking spots.
2.7 Accommodations will be structurally sound and in good repair (i.e. all floors will be level,
staircases will not shake when being ascended/descended, wall/ceilings free of holes and large
cracks).
2.8 All facilities and furnishing will be free of mold, stains, objectionable odors, and
infestations.
2.9 Walls, ceilings, and all furnishing will be free of water, dirt, stains, damage and
infestations.
2.10 All appliances (to include heating/cooling) will be clean and in working order (free of
defects).
2.11 All exterior walls will be clean and free of dirt, bird/animal/insect excrement.
2.12 All units/accommodations need to be in the immediate vicinity of each other, due to duty
crew coordination and response requirements.
2.13 Accommodations will be in a safe, quiet, and peaceful neighborhood free of frequent
disputes or illegal activity.
3.0 PERIOD OF PERFORMANCE
The period of performance for this contract is from 22 May 2026 to 08 September 2026.
4.0 PLACE OF PERFORMANCE
Accommodations MUST be within a maximum of 40 minute response (to include hotel exit and

5.0 GOVERNMENT FURNISHED RESOURCES
The Government will not furnish any resources to the Contractor in support of this contract.
6.0 CONTRACTOR FURNISHED PROPERTY
The Contractor shall furnish all facilities, materials, equipment and services necessary to fulfill
the requirements of this contract, except for the Government Furnished Resources specified in
SOW 2.0 and SOW 5.0.

7.0 GOVERNMENT ACCEPTANCE PERIOD
The COR will review deliverables prior to acceptance and provide the contractor with an e-mail
that provides documented reasons for non-acceptance. If the deliverable is acceptable, the
COR will send an e-mail to the Contractor notifying it that the deliverable has been accepted.
7.1 The COR will have the right to reject or require correction of any deficiencies found in the
deliverables that are contrary to the information contained in the Contractor’s accepted
proposal. In the event of a rejected deliverable, the Contractor will be notified in writing by the
COR of the specific reasons for rejection. The Contractor may have an opportunity to correct
the rejected deliverable and return it per delivery instructions.
7.2 The Contractor shall have 24 hours to make corrections and redeliver.
8.0 PAYMENT REQUIREMENTS
8.1 All payments will be made using Electronic Funds Transfer (EFT).
8.2 All Offerors will be required to adhere to requirements listed in FAR 52.207-7 System for
Award Management to receive payment.
8.2.1 If the Offeror does not become registered in the SAM database in the time
prescribed by the Contracting Officer, the Contracting Officer will proceed to award to
the next otherwise successful registered Offeror.
