BACKGROUND: Big South Fork National River and Recreation Area (hereinafter referred to as “BISO”) is located along the eastern portion of the border separating Kentucky and Tennessee. The park encompasses approximately 125,000 acres and was established by Congress on March 7, 1974. The park’s primary mission is to provide management for the National Area so that natural and cultural resources are preserved and protected for the use and enjoyment of present and future generations. The Big South Fork of the Cumberland River and its tributaries are preserved in a free-flowing condition, providing a broad range of recreational opportunities which benefit the economically challenged region. The National Park Service shall replace interpretive wayside panels and associated support systems at the Blue Heron Mining Area. This project consists of fabrication and delivery of interpretive panels, VIS hardware, custom-cut panels, and aluminum stands. 2. PROJECT IDENTIFIERS: PMIS NUMBER: 320922A PROJECT TITLE: “Replace Interpretive Waysides at Blue Heron Mining Area” 3. PLACE OF PERFORMANCE: All items shall be delivered F.O.B. Destination to the following address, unless otherwise specified in the order: East Rim Facilities Management Shop 4721 Leatherwood Road Oneida, TN 37841 4. PERIOD OF PERFORMANCE: The Contractor shall complete delivery of all specified items, including any required submittals and corrections, within 120 consecutive calendar days after the Government issues written Notice to Proceed or purchase order, unless extended by written modification issued by the Contracting Officer. 5. SCOPE: The National Park Service shall award a contract for the purchase and delivery of National Park Service UniGuide Visitor Information Sign System (VIS) hardware and fiberglass embedment graphic panels described in Section 6 and Attachment A, including all accessories and appurtenances required for complete and usable frames and panels. -- 3 of 13 -- 4 The Contractor shall furnish all materials, equipment, packaging, and shipping necessary to deliver all specified items in new, undamaged, and fully functional condition, at no additional cost to the Government beyond the contract price. The Contractor shall furnish all labor, materials, fabrication, hardware, packaging, and delivery required to provide complete interpretive panel systems as defined in Attachment A. Each Attachment A line item (LIN) shall be treated as a complete and independent deliverable system. The Contractor shall provide all components required for complete systems, including: • Panels • Frames • Posts • Stands • Baseplates • Fasteners • Internal mounting hardware Installation is not included and will be conducted by NPS 6. TASK: The Contractor shall provide the VIS hardware and fiberglass embedment panels listed in Attachment A – Panel and Hardware Schedule. The Contractor shall furnish the exact quantities, panel sizes, types, and hardware configurations shown in Attachment A. Any change in panel size, type, quantity, hardware series, or mounting configuration shall require prior written approval from the Contracting Officer. 6.1 VIS HARDWARE (MANDATORY) • The Contractor shall furnish only National Park Service UniGuide Visitor Information Sign System (VIS) hardware. • The Contractor shall comply with: • Visitor Information Sign System (VIS) Manual, Revision 3 (October 5, 2017) • The Contractor shall not provide non-VIS hardware. 6.2 VIS ASSEMBLY CONTROL The Contractor shall use VIS assembly types appropriate to each Attachment A line item, including: -- 4 of 13 -- 5 • WM (Wall Mounted) • UP (Upright Single Face) • UPN2 (Upright Double Face) • LP (Cantilever) • UPTR (TRI System) The Contractor shall match assembly type to each LIN condition. 6.3 PANEL REQUIREMENTS All panels shall be fiberglass embedment panels. Panels shall: • Match Attachment A dimensions • Be single-face or double-face as required • Be compatible with VIS capture systems • Be UV-resistant • Be vandal-resistant The Contractor shall not provide alternate panel types. 6.4 MATERIAL CONTROL Material type shall be strictly as defined in Attachment A.
