1. General: This is a non-personal services contract for maintenance and preventative maintenance
services for the existing ExacqVision Network Video Recorder (NVR) and 19 existing AXIS cameras.
The Government will not exercise any supervision or control over the contract service providers
performing the services herein. Such contract service providers will be accountable solely to the
Contractor who, in turn is responsible to the Government.
1.1. Background. The existing ExacqVision Network Video Recorder (NVR) and 19 existing AXIS
cameras are not under any maintenance and preventative maintenance service contract. As such, there is
no maintenance service coverage in case the system is not functioning correctly or not functioning at all.
ExacqVision is the Original Equipment Manufacturer (OEM) for the NVR and existing cameras OEM is
AXIS. Contractor must be an authorized/licensed to maintain/service the OEM equipment.
1.2. Scope. The Contractor must provide all personnel, equipment, supplies, tools, materials, supervision,
and other items and/or services necessary to provide annual ExacqVision system software updates and
preventative maintenance and maintenance services for the system. The Contractor will perform to the
standards in this contract and IAW National Defense Authorization Act (NDAA) section 889, UFC 4-
021-02 Electronic Security Systems (ESS) and all other safety, security, and building codes/regulations.

The Contractor's facility must be within 60 miles from the above address.
1.3. Period of Performance. Period of performance will be for a 12-month base period and three (3) one-
year option periods.
1.4. Hours of Operation. The Contractor is responsible for conducting business IAW their business
practices/hours. During Federal holidays or when the Government facility is closed due to local or
national emergencies, administrative closings, or similar Government directed facility closings.
The Contractor must always maintain an adequate workforce for the uninterrupted performance of all
tasks defined within this PWS. When hiring personnel, the Contractor will keep in mind that the stability
and continuity of the workforce are essential.
1.5. Recognized Holidays. The contractor is not required to perform services on holidays.

2.0. Definitions & Acronyms:
2.1. Definitions:
CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the
government. The term used in this contract refers to the prime.
CONTRACTING OFFICER. A person with authority to enter, administer, or terminate contracts, and
make related determinations and findings on behalf of the government. Note: The only individual who
can legally bind the government.
DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated
with the Performance Work Statement.
DELIVERABLE. Anything that can be physically delivered but may include non-manufactured things
such as meeting minutes or reports.
PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.
QUALITY ASSURANCE. The government procedures to verify that services being performed by the
Contractor are performed according to acceptable standards.
QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an
end product or service shall meet contract requirements.
SUBCONTRACTOR. One that enters a contract with a prime contractor. The Government does not
have privity of contract with the subcontractor.
WORKDAY. The number of hours per day the Contractor provides services in accordance with the
contract.
WORK WEEK. Monday through Friday, unless specified otherwise.

3.0. Government Furnished Items & Services: The Government will provide personnel to unlock doors,
access panels, electrical panels, and passwords, as needed. The Government will provide all utilities in
the facility where the services are being performed. The Contractor will instruct Contractor personnel in
utilities conservation practices. The Contractor will be responsible for operating under conditions that
preclude the waste of utilities, which include turning off the water faucets or valves after using the
required amount to accomplish cleaning vehicles and equipment.
4.0. Contractor Furnished Items & Services: The Contractor will provide all qualified/licensed personnel,
equipment, supplies, tools, materials, supervision, and other items and/ or services necessary to provide
annual sustainment/maintenance for the system. The Contractor will perform to the standards in this
contract and IAW commercial/industry standards, safety, and Navy maintenance equipment
requirements/standards.
