1. Scope
The contractor must provide antenna installation, ancillary equipment installation, and dish
alignment services on the Tesuque Peak Tower, Sandia Crest Tower, and within
the associated communications rooms in the Santa Fe and Albuquerque region in New Mexico for the
Federal Bureau of Investigation (FBI), Operational Technology Division (OTD).
This is a non-personal services contract. The FBI must not exercise any supervision or control over
contractor employee services performing the services herein. Such contract service providers must be
accountable solely to the contractor who, in turn, is responsible to the FBI.
1.1 Description of Services/Introduction
The objective of this contract is to procure services for the installation of antennas and ancill
ary equipment in support of the Adaptive Central Receive (ACRx) effort for the FBI’s Video
Surveillance Unit.
Please reference Section 3 below for details regarding the required installation services.
1.2 Background
The FBI has identified the need to install a new active antenna system on a communications
tower at the Tesuque Peak Tower located at 11 MI NE Santa Fe, New Mexico (NM) 87506
(Santa Fe County). The coordinates are 35° 47’ 05.4” N (35.784831) 105° 46’ 55.4” W
(-105.782058).
The Tesuque Peak Tower is a 60 feet (ft) high self-supporting tower used primarily as a
communications tower.
The Sandia Crest Tower requires an additional antenna added to an existing installation and is
located at Sandia Crest, NM 87008 (Bernalillo County). The coordinates are 35°12’-55.400” N
(35.215389) 106°27’-07.999” W (-106.452222).
The Sandia Crest Tower is a 75 feet (ft) high self-supporting tower used primarily as a
communications tower.
1.3 North American Industry Classification System (NAICS)
The North American Industry Classification System (NAICS) Code for this requirement is
237130, Power and Communication Line and Related Structures Construction.
1.4 Applicable Acquisition Procedures
The Government will conduct this acquisition in accordance with FAR Part 12, Acquisition
of Commercial Products and Commercial Services.
1.5 Vendor Registration Requirements
Offerors must maintain an active registration in the System for Award Management (SAM) at all
of the following stages: at the time of quote submission; at the time of contract award; throughout
contract performance until final payment is made.

2. Applicable Documents
The construction drawings for the relevant locations will be provided to the vendor by the FBI as
part of this solicitation.
3. Requirements/Task Descriptions
The contractor must provide installation and ancillary services as follows:
3.1 Pre-Installation Site Walk
After award, the successful contractor must coordinate with the local site management of the
Tesuque Peak Tower, Sandia Crest Tower, and FBI personnel to perform a site walk on the
premises to include the tower areas and communications rooms, verify construction drawings,
and discuss any deviations and changes with FBI technicians. This site walk must be executed at
least 30 days prior to the actual installation to allow time for preparation and handling of any
unique requirements or changes that could emerge during this visit. This visit should be
considered a separate action apart from the installation.
3.2 Building Permits
The contractor must obtain a building permit through the controlling legal authority for the
installations on the Tesuque Peak and Sandia Crest Towers and communications rooms. The
contractor must coordinate with the FBI for all documentation required to obtain the building
permit. The contractor must coordinate with the FBI to submit the building permit and contractor
credentials to local site management to obtain the Notice to Proceed (NTP). If required, the
contractor must register with the necessary controlling legal authorities for approvals and work
permits.
3.3 Cable Entry Protection
The contractor must provide and install cable entry boots to facilitate the installation and
block off unused entry panel holes.
3.4 Janteq SuperSector Antenna Installation
The contractor must install a total of four (4) Janteq SuperSector panel antennas (provided as
GFE by the FBI) on the Tesuque Peak tower as part of this installation (see accompanying
construction drawings for detailed specifications):
• Two (2) SuperSectors will have an azimuth of seventy (70°) degrees at 45’ Above Ground
Level (AGL).
• Two (2) SuperSectors will have an azimuth of two hundred fifty (250°) degrees mounted at
45’ AGL.
• The contractor must provide and install new antenna tower mounts for the four (4)
SuperSector antennas.
Antenna drawings will be provided to the contractor by the FBI so suitable antenna mounts can
be chosen. Antenna mount options and orientation will be discussed with the contractor prior to
any installation work so the FBI may provide final approvals prior to installation. Construction
drawings will be provided by the FBI as part of this solicitation.
3.5 Fiber Tower Box Installation
